In this book, political theorists Nancy Rosenblum and Russell Muirhead, aim to identify and name a growing effort to undermine the workings of effective government. They call this "ungoverning." It is an unfamiliar name for an unfamiliar phenomenon, but one which has become increasingly strident in recent years. It is a root and branch attack on the functions and legitimacy of the administrative state, that unloved element of modern government that is necessary for everything people expect a modern state to do. The administrative state consists of the vast array of government agencies that shape, implement, adjudicate, and enforce public policies of every kind. It encompasses all those who carry on the day-to day business of government: the ordinary and routine, the wars and emergencies, and even the most basic function of a democracy: the oversight of free and fair elections. Ungoverning is the effort to reverse, by various methods, the already highly developed capacity of state to provide for its citizenry. It is different from state failure because it is a path deliberately chosen by politicians and agency heads who have a specific aim in mind. Ungoverning in the U.S., went from thinly veiled policy to open warfare, during the Trump presidency. Although efforts to ungovern were underway before his term in office, Trump clarified ungoverning as no one else could by forming the first presidential administration that was anti-administration. Rosenblum and Muirehead point to the incapacitation of a range of agencies from the Departments of State and Justice to Housing and Urban Development. Ungoverning did not come out of nowhere. The President brought decades of cultivated hostility toward government to a crescendo. Prior to that, even though over its history hostility toward the administrative state was expressed by both the Left and Right, there had been nothing like errant destruction of government capacity. But this is not just a story of the Trump administration. The damage ungoverning has done and can do remains a grave threat. Despite the Biden's admistration's efforts, reversing the corrosive effects of ungoverning cannot happen at a stroke. The capacity of a public agency takes many years to build. Replacing demoralized civil servants can take decades. The retail consequences of disdain for governing endure: As hard to reverse, and perhaps most serious for democracies, is public belief that neither the ability nor the will to govern exists. Ungoverning is, the authors argues, part of the constellation of actions that make up illiberal, anti-democratic politics with the end result being democratic erosion"--

The recent surge in online community participation has become a cultural phenomenon enmeshed in ongoing debates about the health of American civil society. But observations about online communities often concentrate on ascertaining the true nature of community and democracy, typically rehearsing familiar communitarian and liberal perspectives. This book seeks to understand the technology on its own terms, focusing on how the technological and organizational configurations of online communities frame our contemporary beliefs and assumptions about community and the individual. It analyzes key structural features of thirty award-winning online community websites to show that while the values of individual autonomy, egalitarianism, and freedom of speech dominate the discursive content of these communities, the practical realities of online life are clearly marked by exclusivity and the demands of commercialization and corporate surveillance. Promises of social empowerment are framed within consumer and therapeutic frameworks that undermine their democratic efficacy. As a result, online communities fail to revolutionize the civic landscape because they create cultures of membership that epitomize the commodification of community and public life altogether.

Despite the fact that these contact scenarios present a wide range of research perspectives, there have been hardly any studies on Romanian as a language of migrants up until now. Calvillo explores the rise of Hip Hop on the West Coast and the integral role the Los Angeles Latine community had on the movement - and in turn, Hip Hop's impact on Latines as it became a space for community, expression, and coping with inequality. Building his narrative around interviews and oral histories, he explores how incoming migrants, local-born Latines, and other minoritized populations joined Black Americans in the 1980s to build early underground sites of Hip Hop innovation, contributing to the genre's global expansion. The book details how Hip Hop's deep impact on Latines was based in part on the inequality, marginalization, and injustice that many Latines of this era faced - themes which were addressed in the movement. Many creatives from Brown Los Angeles found their place in early underground expressions of Hip Hop, including in breaking, rhyming, DJing, and graffiti elements. During this period, Central American refugees were settling in the urban corridors of the region, young Chicanos were coming of age in the post-civil rights era, Caribbean migrants moved from East to West, South American immigrants were finding their place, and Latines were interacting with Black Americans and other minoritized populations such as ethnic Samoans, Filipinos, and Koreans. Through the lens of Los Angeles Hip Hop history, this project speaks to the migratory flows of urban Brown Los Angeles, the relations between Black Americans and Latines in Los Angeles, and the formation of the racialized subcultures emblematic of urban Los Angeles. In documenting this story, the book sidesteps a media-heavy, music-industry account of Hip Hop history. Instead, it privileges original oral histories and secondary accounts of dozens of artists, to present a grassroots oriented narrative of the intraethnic, interracial negotiations that fueled Latines' identification with and contributions to Hip Hop.
