Surcharging raises the price (foreign fee plus surcharge) paid by customers above the joint profit-maximizing level achieved by setting the interchange fee at marginal cost and not surcharging. Consumers may incur fees to use ATMs, such as a “surcharge”fee, which is paid to the ATM operator for transactions conducted at ATMs outside their financial institution’s network. In 2008, GAO reported that ATM surcharge fees had increased since 2000. This report reviewed issues related to continued increases in these fees. It discusses (1) the business models for ATM operators and how they set ATM fees; (2) the amounts of fees that consumers incur to conduct ATM transactions and how these fees have changed over time; and (3) the reported costs of ATM operations for ATM operators and how the costs and revenues are expected to change. Book excerpt: Incompatibility in markets with indirect network effects can affect prices if consumers value "mix and match" combinations of complementary network components. In this paper, we examine the effects of incompatibility using data from a classic market with indirect network effects: Automated Teller Machines (ATMs). Our sample covers a period during which higher ATM fees increased incompatibility between ATM cards (which are bundled with deposit accounts) and other banks' ATM machines. A series of hedonic regressions suggests that incompatibility strengthens the relationship between deposit account pricing and own ATMs, and weakens the relationship between deposit account pricing and competitors' ATMs. The effects of incompatibility are stronger in areas with high population density, suggesting that high travel costs increase both the strength of network effects and the importance of incompatibility in ATM markets.
