Book excerpt: Excerpt from Feeble-Mindedness Its Causes and Consequences This book is in the nature of a report on work done at the Vineland Research Laboratory during the past five years in an attempt to discover the causes of the feeble-mindedness of the children in the Institution. No attempt has been made to treat exhaustively any of the topics that have come up for consideration. The report is far from complete. Our cases are still being studied and the data are so incomplete in many ways that one is tempted to withhold publication until the results of other studies now in progress could be added. Such a procedure would have given a more satisfactory product. But in view of the great popular interest in these topics and the demand for information, we have put aside personal preferences and prepared what data we had in as available form as we could. The 327 cases here presented constitute a unitary group. They have not been selected; they are of all ages and grades of defect. They include every case that was investigated, and every child whose home was in New Jersey or near by was investigated. Only those were omitted whose homes were so far away that the cost of travel for our field-workers was prohibitive. We have included in this book all the cases, so that the reader might see the entire group on which our statistics are based. Another reason for including them is because it is believed that other students with other interests will find in this material much that we have made no attempt to use. In addition, Noll creates a vivid portrait of life and work within institutions and the impact of institutionalization on patients and their families. At the center of the story is the debate between the humanitarians, who advocated institutionalization as a way of protecting and ministering to the mentally deficient, and public policy adherents, who were primarily interested in controlling and isolating perceived deviants. According to Noll, these conflicting ideologies meant that most southern institutions were founded without a clear mission or an understanding of their relationship to southern society at large.

Book excerpt: Many people are shocked upon discovering that tens of thousands of innocent persons in the United States were involuntarily sterilized, forced into institutions, and otherwise maltreated within the course of the eugenic movement (1900–30). Such social control efforts are easier to understand when we consider the variety of dehumanizing and fear-inducing rhetoric propagandists invoke to frame their potential victims. This book details the major rhetorical themes employed within the context of eugenic propaganda, drawing largely on original sources of the period. Early in the twentieth century the term “moron” was developed to describe the primary targets of eugenic control. This book demonstrates how the image of moronity in the United States was shaped by eugenicists.
