Available in PDF, EPUB and Kindle. Book excerpt: The East African Community (EAC) has been among the fastest growing regions in sub-Saharan Africa in the past decade or so. Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.

In March 2018, over 40 countries signed the African Continental Free Trade Area (AfCFTA) agreement. Once fully implemented, the AfCFTA is expected to cover all 55 African countries, with a combined GDP of about US$2.2 trillion. This SDN takes stock of recent trade developments in Sub-Saharan Africa and assesses the potential benefits and costs of the AfCFTA, as well as challenges to its successful implementation. In addition to increased trade flows both in existing and new products, the AfCFTA has the potential to generate substantial economic benefits for African countries. These benefits include higher income arising from increased efficiency and productivity from improved resource allocation, higher cross-border investment flows, and technology transfers. Besides lowering import tariffs, to ensure these benefits, African countries will need reduce other trade barriers by making more efficient their customs procedures, reducing their wide infrastructure gaps, and improving their business climates. At the same time, policy measures should be taken to mitigate the differential impact of trade liberalization on certain groups as resources are reallocated in the economy and activities migrate to locations with comparatively lower costs.

Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa’s regional economic communities, and among the continent’s most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe’s history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union. While federation can provide more wealth or security than self-sufficiency, states can in principle get those benefits more easily by cooperating through international organizations such as alliances or customs unions.Chad Rector develops a new theory that states federate when their leaders expect benefits from closer military or economic cooperation but also expect that cooperation via an international organization would put some of the states in a vulnerable position, open to extortion from their erstwhile partners. The potentially vulnerable states hold out, refusing to join alliances or customs unions, and only agreeing to military and economic cooperation under a federal constitution.Rector examines several historical cases: the making of a federal Australia and the eventual exclusion of New Zealand from the union, the decisions made within Buenos Aires and Prussia to build Argentina and Germany largely through federal contracts rather than conquests, and the failures of postindependence unions in East Africa and the Caribbean.
