Download or read book Federated States of Micronesia written by International Monetary Fund. Asia and Pacific Dept and published by International Monetary Fund. This book was released on 2019-09-06 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation with Federated States of Micronesia (FSM) highlights that the economy has performed well in recent years, with relatively high growth and low inflation. Fiscal and current account balances have recorded large surpluses since 2017, owing to the authorities’ decision to save revenue windfalls. Nonetheless, the FSM faces significant medium-term uncertainty as various economic supports under the Compact Agreement with the United States are set to expire in 2023. Unless they are renewed, the FSM is expected to lose access to Compact grants, giving rise to a fiscal cliff in 2023; banking sector oversight by the Federal Deposit Insurance Corporation; and post-disaster rehabilitation assistance. The country is highly vulnerable to climate change, while private sector activity remains anaemic. It is recommended to improve resilience to climate change by strengthening capacity to implement adaptation projects. Over the medium term, disaster risks should be mitigated by using disaster insurance and disaster-contingent foreign financing.

Download or read book Achieving Sustainable E Government in Pacific Island States written by Rowena Cullen and published by Springer. This book was released on 2017-02-17 with total page 437 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the common set of obstacles to the development and integration of government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.

Download or read book Strangers in Their Own Land written by Francis X. Hezel and published by University of Hawaii Press. This book was released on 2003-09-30 with total page 496 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Hezel has written an authoritative and engaging narrative of [a] succession of colonial regimes, drawing upon a broad range of published and archival sources as well as his own considerable knowledge of the region. This is a ‘conventional’ history, and a very good one, focused mostly on political and economic developments. Hezel demonstrates a fine understanding of the complicated relations between administrators, missionaries, traders, chiefs and commoners, in a wide range of social and historical settings." —Pacific Affairs "The tale [of Strangers in Their Own Land] is one of interplay between four sequential colonial regimes (Spain Germany, Japan, and the United States) and the diverse island cultures they governed. It is also a tale of relationships among islands whose inhabitants did not always see eye-to-eye and among individuals who fought private and public battles in those islands. Hezel conveys both the unity of purpose exerted by a colonial government and the subversion of that purpose by administrators, teachers, islands, and visitors.... [The] history is thoroughly supported by archival materials, first-person testimonies, and secondary sources. Hezel acknowledges the power of the visual when he ends his book by describing the distinctive flags that now replace Spanish, German, Japanese, and American symbols of rule. the scene epitomizes a theme of the book: global political and economic forces, whether colonial or post-colonial, cannot erode the distinctiveness each island claims."—American Historical Review
