Throughout its history, the state has had a reputation as a progressive force. This book offers both an assessment and an examination of the realities of the state's leadership. Analyzing a wide range of political actors and organizations, which includes the state legislature, the governor and executive branch, the judiciary, political parties, interest groups, and the media, Fleer illuminates North Carolina's rich political history, its evolving constitutional order, and its changing political culture. Although revealing a pattern of elitist paternalism in the state's political history, the book illustrates a parallel pattern of popular participation and control. Major forces of change are increasingly defining the state. These transitional factors include a significant biracial electorate, a stratified society, a diverse electorate, increasingly varied and mobilized political interest groups, a competitive political party system, and a more representative political leadership. New challenges to the state's future development are its aging population, the preparedness of its work force, the globalization of its economy, the protec-tion of its natural resources, and the education of its children for the next century. Each new political debate, policy choice, and election reminds North Carolinians of their fundamental challenge: establishing a government by enlightened and effective popular consent.

Book excerpt: Excerpt from Federalism in North Carolina, Vol. 9 When the delegates of the patriot party of North Carolina met at Halifax in 1776 to form a constitution for the new-born state, two clearly defined factions appeared. A perfect unity of sentiment existed between these factions in all things that appertained to a vigorous prosecution of the war against England; while wide differences of view obtained as to the character to be given to the constitutional document about to be formed. One faction inclined toward a government of democratic type with every department faithfully reflecting the popular will. The other wished the constitution to provide a government less directly subject to popular influence. The former forecasted a new and mighty force in the worlds history: American Democracy. The latter exemplified the force of conservatism even in transplanted Englishmen, colonials who retained a profound faith in and regard for the English constitution as it then existed. The American idea, however, predominated in the Halifax convention and the mild type of democracy which it then embodied characterized the constitution which was evolved. The weaker faction acquiesced gracefully in the result, the war soon absorbing the energies of all. But with the coming of peace and assured independence from the mother country the old line of cleavage between radicals and conservatives reappeared as new issues arose and new conditions were to be met. They were written over the period 1954-1984. Several (i.e., three, four, seven, and ten) were originally published in scholarly journals. Several (i.e., one, eight, nine, and eleven) are excerpts from my previous books: Soldiers of the States and Federalism: Origin, Operation and Significance. And several (i.e., two, five, and six) were written for conferences and are now published here for the first time. Despite the fact that this history suggests they are quite unrelated, these chapters do indeed center on one theme: the continuity of American federalism. In order to emphasize that theme, I have written an introduction and an initial commentary for each chapter. These commen taries, taken together, with the introduction, constitute the exposition of the theme. Some of these chapters (four, six, and ten) were written with my students, Ronald Schaps, John Lemco, and William Bast. They did much of the research and analysis so the credit for these chapters belongs to them as much as to me. Chapter five is based quite closely on William Paul Alexander's dissertation for the Ph. D. degree at the University of Rochester, 1973.
