Increasingly, guerrilla forces have overcome enormous disadvantages and succeeded in extending the period of violent conflict, raising the costs of war, and occasionally winning. Noriyuki Katagiri investigates the circumstances and tactics that allow some insurgencies to succeed in wars against foreign governments while others fail. Adapting to Win examines almost 150 instances of violent insurgencies pitted against state powers, including in-depth case studies of the war in Afghanistan and the 2003 Iraq war. By applying sequencing theory, Katagiri provides insights into guerrilla operations ranging from Somalia to Benin and Indochina, demonstrating how some insurgents learn and change in response to shifting circumstances. Book excerpt: Intergovernmental agreements are an important instrument in federal systems, establishing new social programs, regulating agricultural practices, and even changing constitutions. Despite their importance, there have only been limited attempts to understand agreements in a comparative context or to provide a theoretical framework for their study. This book addresses both of these deficiencies by comparing the use of agreements in six federations (Australia, Canada, Germany, South Africa, Switzerland and the United States) and considering why certain federations form more agreements than others. Parker analyzes the data using an institutional framework that considers the effects of seven variables, including the constitutional division of powers, the system of intergovernmental transfers, the size of the welfare state and the nature of governing institutions. In addition, the study provides the first ever comparative database of national intergovernmental agreements — a new resource for future research. This book will be of interest to students and scholars of Political Science, Federalism, Government, Political Institutions, Political Theory and Comparative Politics.

Weiler's Notwithstanding Clause saved the floundering constitutional talks that eventually rebuilt Canada upon the Charter of Rights and Freedoms. In Part One of this book, Weiler lucidly describes his very Canadian legal philosophy, spelling out his original intent in drafting the clause. Joining Harvard in 1979, he set up a Canada Program that has provided the image of Canada held by many future leaders. He reenergized the languishing Mackenzie King Endowment for Canadian Studies and soon Mackenzie King visiting professors were teaching everything from Canadian economics to Canadian aboriginal history. Book excerpt: Federalism is about dividing and sharing government, often in complex ways that involve some tasks being done jointly. Are federal systems capable of effective joint policy-making? Is this possible in the fast-moving context of globalization? In Market Rules Douglas Brown examines these questions through a comparative study of Australia and Canada, looking at recent major reforms to the economic union in the two federations and comparing them with the evolving European Union (EU). Brown argues that internal barriers to trade and competition in these countries were significant obstacles to competition in the global economy and shows that the old market rules were rooted in longstanding political and regional compromises. He describes the process of detailed and difficult intergovernmental collaboration required for the EU, and now Canada and Australia, to produce new market rules. The resulting reforms created new regimes that provide deeper and broader national economic integration in Canada and Australia than in the EU. The new rules entrench neo-liberal values, retaining some room for diversity and flexibility for equity goals.
