As Congress prepares for reauthorization of the federal surfacetransportation programs, GAO wasasked to report on (1) the extent towhich federal transit programs use performance information in makingdecisions about funding distributionand in evaluating the programs'effectiveness; (2) mechanisms formaking these programs more performance based, and strategies forsupporting their successful implementation; and (3) how selectedU.S. and foreign transit agencies haveused performance measurement intheir planning and decisions, and their views on the federal role in transit. Todo so, GAO analyzed legislation, federal documents, and literature; interviewed federal officials and transitexperts; and conducted semistructuredinterviews with selected transitagencies using criteria that, for U.S.agencies, covered a variety of regionsand population sizes and, for foreignagencies, multiple transit modes andEnglish language capability.
