It takes into account programs that reside in Federal agencies other than the Department of Education if they have significant educational components. Federal support for education, excluding estimated Federal tax expenditures was an estimated $96.4 billion in fiscal year (FY) 1996, an increase of $33.6 billion, or 54%, since FY 1990. After adjustment for inflation, Federal support for education increased 29% between FY '90 and FY '96. In FY '96, on-budget Federal funds for education programs were estimated to be $70.9 billion, an increase of 37% since FY 90 in current dollars or an increase of 15% after being adjusted for inflation. Off-budget support and nonFederal funds generated by Federal legislation were estimated at $25.6 billion, an increase of 92% in constant dollars since FY '90. Between FY '90 and FY '96 funds for elementary and secondary education increased 34% in constant dollars. Over 58% of Federal education support, excluding estimated Federal tax expenditures, went to educational institutions in FY '96. The estimated share of expenditures of educational institutions declined from 14% in FY '80 to 10% in FY '90, but rose to 11% in FY '96. Six appendixes present detailed tables of expenditures. Book excerpt: This report attempts to provide a comprehensive picture of total federal financial support for education since fiscal year 1980 when the U.S. Department of Education became an independent agency. Six detailed tables in the appendix have additional historical data for fiscal years 1965, 1970, and 1975. Assembling data on federal funds for education is difficult because education programs are found in dozens of federal departments and agencies. To the extent possible, outlays, the actual amount of dollars spent, were used. Education funding is categorized as on-budget support, nonfederal funds generated by federal programs, and federal tax expenditures. On-budget funding for federal programs is generally set through annual Congressional appropriations. This report shows current and constant dollar comparisons. Data are presented in 13 tables and 3 figures. Additional technical information appears in the Sources and Methodology section followed by a list of definitions. Federal support for education is estimated to be $75.8 billion in fiscal year (FY) 92, an increase of 93 percent since FY 80. After adjustment for inflation, the increase amounts to 13 percent. Between FY 80 and FY 92, after adjusting for inflation, federal program funds for elementary and secondary education increased 3 percent; postsecondary education funds declined 23 percent; other education funds increased 51 percent; and funds for research at universities and university-administered research and development centers increased 48 percent. Its primary purpose is to provide a compilation of statistical information covering the broad field of American education--from pre-kindergarten through graduate school--drawn from government and private sources, but especially from surveys and other activities led by NCES (National Center for Education Statistics) part of the Institute for Education Sciences (IES). The digest contains data on the number of schools, students, and teachers, as well as statistics on educational attainment, finances, libraries, technology, and international comparisons. Details on population trends, education attitudes, labor force characteristics, and federal aid supplies helpful background for evaluating the education data. This statistical reference could be helpful to parents choosing schools for their children as well as for teachers, librarians, and public administrators as it tracks enrollment, population trends and key areas of studies with student progress. It also tracks the post-secondary/college level detailing undergraduate tuition and room/board ESTIMATE costs at private nonprofit institutions, private for profit institutions and public institutions. It also tallies the number of postsecondary degrees and provides some gender demographics in this area. The Digest contains seven chapters: All Levels of Education, Elementary and Secondary Education, Postsecondary Education, Federal Programs for Education and Related Activities, Outcomes of Education, International Comparisons of Education, and Libraries and Adult Education.
