Book excerpt: A 2005 report of the Southern Education Foundation found that HBCUs have received attention and support from only a few foundations.7 Amid criticism by officials and representatives of HBCUs concerning the disparity in their receipt of federal science and engineering support, several executive orders were issued between 1980 to 2002, designed to strengthen and increase the participation of the HBC [...] February 12, 2002, and states that: In developing its annual plan, each executive department and agency identified by the Secretary shall emphasize programs and activities that develop the capacity of historically black colleges and universities to contribute to the development of human capital and to strengthen America's economic and technological base through: (1) infrastructure development and [...] While there was the creation of two land-grant systems - one established under the 1862 Land-Grant Act (1862 Morrill Act) and the other under the 1890 Land-Grant Act (Second Morrill Act) - the level of support for the 1890 institutions (both federal and state) never approximated the level received by the 1862 land-grant institutions.23 In particular, during the expansion of program offerings and d [...] Data compiled by the NSF reveal that in 2004, HBCUs provided the education for approximately 20.2% of blacks earning bachelor degrees in engineering, 39.5% in the physical sciences, 26.3% in computer sciences, 37.0% in mathematics, 36.1% in the biological sciences, 42.0% in agricultural sciences, 16.4% in social sciences, and 21.4% in psychology.32 Federal Research and Development Support at HBCUs [...] In the mid-1980s, hearings were held in both the House and the Senate to examine the condition of the nation's scientific and engineering research facilities.45 In addition to congressional interest, there was particular concern by those in the academic and scientific community about the quantity and quality of research space at nondoctorate-granting institutions, minority-serving institutions, an.

Book The Effect of Linkages on Science and Technology at Historically Black Colleges and Universities

Download or read book The Effect of Linkages on Science and Technology at Historically Black Colleges and Universities written by and published by . This book was released on 2005 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Historically Black Colleges and Universities (HBCUs) face the 21st century with questions about change and adaptation to an increasingly science and technology oriented society. They face the challenge of finding a strategy by which they can utilize current resources and energy to maximize their science and technology development. Using a mixed methods research design, this study conducted an analysis of science and technology at HBCUs. The primary objective was to determine what theories (when implemented they are termed strategies) account for the development of science and technology at successful research oriented HBCUs. This was accomplished through a secondary objective -- to assess productivity outputs at HBCUs using various science and technology indices. The results and findings can be summarized by stating that the selection of strategy is dependent on the maturity of the HBCUs science and technology program. An HBCU that is seeking to initiate a science and technology program should pursue a strategy of federal or state policy supportive of introductory efforts. HBCUs with established science and technology programs that are seeking growth strategies should look toward collaborations and partnerships for the purposes of forming networks and clusters. The formation of joint ventures, partnerships, and networks will further develop their science and technology programs. Leadership is a sustaining factor that enhances the effectiveness of both policy and linkages.

Book Review of Army Research Laboratory Programs for Historically Black Colleges and Universities and Minority Institutions

This book was released on 2014-09-30 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: Review of Army Research Laboratory Programs for Historically Black Colleges and Universities and Minority Institutions examines the ways in which historically black colleges and universities and minority institutions have used the Army Research Laboratory (ARL) funds to enhance the science, technology, engineering, and mathematics (STEM) programs at their institutions over the past decade. This report also considers which program elements reflect practices that are effective for assisting these institutions in enhancing the STEM programs and could be considered by other Department of Defense agencies for application to their programs. The Army Research Laboratory has contributed to building up the human and infrastructural capacities in the past, and this report looks for ways to enhance ARL program impact on institution-building in the future, confident that more capable black and minority-serving institutions will, in turn, help America as a whole develop a more diverse and intellectually capable STEM workforce.
