Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. As the first book to focus on indigenous data sovereignty, it asks: what does data sovereignty mean for indigenous peoples, and how is it being used in their pursuit of self-determination? The varied group of mostly indigenous contributors theorise and conceptualise this fast-emerging field and present case studies that illustrate the challenges and opportunities involved. Following an initial section on reconciliation of historic grievances, this report describes initiatives in the four areas addressed by the action plan: (1) partnerships (all schools received public awareness materials; students and teachers participated in cross-cultural programs; Aboriginal language and culture programs were funded and conducted; federal, provincial, and territorial ministers of Aboriginal affairs and five national Aboriginal organizations met for the first time in 2 years; and national and regional partnership think tanks were conducted); (2) governance (legislation for the Nisga'a Final Agreement was passed; 86 land claims were settled or negotiated; and over 100 professional development projects were completed for Aboriginal administrators); (3) new fiscal relationships (93 percent of First Nations communities completed community accountability and management assessments; a national model was completed for the Canada/First Nations Funding Agreement; the Aboriginal Financial Officers Association awarded its first Certified Aboriginal Financial Manager designations; and Canada, Saskatchewan, and the Federation of Saskatchewan Indian Nations completed exploratory fiscal relations and governance discussions); and (4) community, people, and economies (132 Income Security Reform demonstration projects were conducted in 354 First Nations communities, and numerous First Nations communities participated in initiatives related to community-based housing, water and sewer systems, and policing agreements). A final section describes progress on the Northern Agenda, including creation of Canada's third territory, Nunavut, in 1999, and various agreements related to land claims, self-government, transfer of programs and services, and job creation. Canada the Supreme Court determined that Métis and non-status Indians were “Indians” under section 91(24) of the Constitution Act, 1867, one of a number of court victories that has powerfully shaped Métis relationships with the federal government. However, the decision (and the case) continues to reverberate far beyond its immediate policy implications. Bringing together scholars and practitioners from a wide array of professional contexts, this volume demonstrates the power of Supreme Court of Canada cases to directly and indirectly shape our conversations about and conceptions of what Indigeneity is, what its boundaries are, and what Canadians believe Indigenous peoples are “owed.” Attention to Daniels v. Canada’s variegated impacts also demonstrates the extent to which the power of the courts extend and refract far deeper and into a much wider array of social arenas than we often give them credit for. This book is the first synthesis on social policy in Canada to provide a critical perspective on the evolution of social policy in the country. While earlier work has treated each new social program as a major advance, and reacted with shock to neoliberalism’s attack on social programs, Alvin Finkel demonstrates that right-wing and left-wing forces have always battled to shape social policy in Canada. He argues that the notion of a welfare state consensus in the period after 1945 is misleading, and that the social programs developed before the neoliberal counteroffensive were far less radical than they are sometimes depicted. Social Policy and Practice in Canada: A History begins by exploring the non-state mechanisms employed by First Nations to insure the well-being of their members. It then deals with the role of the Church in New France and of voluntary organizations in British North America in helping the unfortunate. After examining why voluntary organizations gradually gave way to state-controlled programs, the book assesses the evolution of social policy in Canada in a variety of areas, including health care, treatment of the elderly, child care, housing, and poverty.

Book excerpt: Jonathan Malloy's Between Colliding Worlds examines the relationship between governments and external activists through a comparative study of policy units dedicated to aboriginal and women's issues in Australia and Canada. Malloy identifies these units - or 'special policy agencies' - as sitting on the boundary between the world of permanent public servants and that of collective social movements working for broad social and political change. These agencies at once represent the interests of social movements to government while simultaneously managing relations with social movements on behalf of government, and - thus - operate in a state of permanent ambiguity. Malloy contends that rather than criticizing these agencies for their inherently contradictory nature, we must reconsider them as effectively dealing with the delicate issue of bridging social movements with state politics. In other words, the very existence of these special policy agencies provides a forum for social movements and the state to work out their differences. Relying heavily on interviews with public servants and external activists, Malloy argues convincingly that special policy agencies, despite - or because of - their ambiguous relationship to different communities, make critical contributions to governance.
