Book excerpt: Federal Motor Vehicle Safety Standards - Air Brake Systems (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Air Brake Systems (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This document amends the Federal motor vehicle safety standard on air brake systems to improve the stopping distance performance of truck tractors. The rule requires the vast majority of new heavy truck tractors to achieve a 30 percent reduction in stopping distance compared to currently required levels. For these heavy truck tractors (approximately 99 percent of the fleet), the amended standard requires those vehicles to stop in not more than 250 feet when loaded to their gross vehicle weight rating (GVWR) and tested at a speed of 60 miles per hour (mph). For a small number of very heavy severe service tractors, the stopping distance requirement will be 310 feet under these same conditions. In addition, this final rule requires that all heavy truck tractors must stop within 235 feet when loaded to their "lightly loaded vehicle weight" (LLVW). Book excerpt: Federal Motor Vehicle Safety Standards - Motorcycle Helmets (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Motorcycle Helmets (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 NHTSA is proposing to amend several aspects of Federal Motor Vehicle Safety Standard (FMVSS) No. 218, Motorcycle Helmets. Some of the amendments would help realize the full potential of compliant helmets by aiding state and local law enforcement officials in enforcing state helmet use laws, thereby increasing the percentage of motorcycle riders wearing helmets compliant with FMVSS No. 218. The amendments would do this by adopting additional requirements and revising existing requirements to reduce misleading labeling of novelty helmets that creates the impression that uncertified, noncompliant helmets have been properly certified as compliant. This book was released on 2018-11-14 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal Motor Vehicle Safety Standards - Matters Incorporated by Reference (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Matters Incorporated by Reference (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This final rule updates and consolidates all of the references to the many standards and practices that are incorporated by reference into the Federal motor vehicle safety standards (FMVSSs). Although this part already contains a section regarding publications incorporated by reference, the list in that section is incomplete and has not been updated regularly. Instead, in many cases, materials have been incorporated piecemeal into individual FMVSSs. This final rule moves those scattered references into the centralized list so that it contains all of the references. Additionally, this final rule removes one obsolete FMVSS, No. 208a, as well as various obsolete provisions in other FMVSSs. Those provisions are applicable to vehicles and equipment manufactured before dates that have already passed and are no longer needed in the Code of Federal Regulations (CFR). Book excerpt: Federal Motor Vehicle Safety Standards - Ejection Mitigation (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Ejection Mitigation (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This document responds to petitions for reconsideration of a 2011 final rule that established Federal Motor Vehicle Safety Standard (FMVSS) No. 226, "Ejection mitigation." The standard is intended to reduce complete and partial ejections of vehicle occupants through side windows in crashes, particularly rollover crashes. Generally, the issues raised by the petitioners are of two types. The petitioners ask for reconsideration of policy issues relating to the agency's implementation of the standard, and of technical issues concerning engineering aspects of the rule, particularly as to how the compliance test procedure should be conducted or improved. Most of the requested changes were of the latter type. In general, NHTSA is denying the petitions for reconsideration. The few changes we have made in response to the petitions are minor, mostly to clarify the requirements of the standard. Updated as of May 29, 2018 To reduce the risk of devastating backover crashes involving vulnerable populations (including very young children) and to satisfy the mandate of the Cameron Gulbransen Kids Transportation Safety Act of 2007, NHTSA is issuing this final rule to expand the required field of view for all passenger cars, trucks, multipurpose passenger vehicles, buses, and low-speed vehicles with a gross vehicle weight of less than 10,000 pounds. The agency anticipates that today's final rule will significantly reduce backover crashes involving children, persons with disabilities, the elderly, and other pedestrians who currently have the highest risk associated with backover crashes. Specifically, today's final rule specifies an area behind the vehicle which must be visible to the driver when the vehicle is placed into reverse and other related performance requirements. The agency anticipates that, in the near term, vehicle manufacturers will use rearview video systems and in-vehicle visual displays to meet the requirements of this final rule. This book was released on 2018-11-14 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal Motor Vehicle Safety Standard, Rear View Mirrors - Federal Motor Vehicle Safety Standard, Low-Speed Vehicles Phase-in Reporting Requirements (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standard, Rear View Mirrors - Federal Motor Vehicle Safety Standard, Low-Speed Vehicles Phase-in Reporting Requirements (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 The Cameron Gulbransen Kids Transportation Safety Act of 2007 directs NHTSA to issue a final rule amending the agency's Federal motor vehicle safety standard on rearview mirrors to improve the ability of a driver to detect pedestrians in the area immediately behind his or her vehicle and thereby minimize the likelihood of a vehicle's striking a pedestrian while its driver is backing the vehicle. Pursuant to this mandate, NHTSA is proposing to expand the required field of view for all passenger cars, trucks, multipurpose passenger vehicles, buses, and low-speed vehicles rated at 10,000 pounds or less, gross vehicle weight. Specifically, NHTSA is proposing to specify an area immediately behind each vehicle that the driver must be able to see when the vehicle's transmission is in reverse. It appears that, in the near term, the only technology available with the ability to comply with this proposal would be a rear visibility system that includes a rear-mounted video camera and an in-vehicle visual display. Adoption of this proposal would significantly reduce fatalities and injuries caused by backover crashes involving children, persons with disabilities, the elderly, and other pedestrians.
