Book excerpt: The government of the United States today is deeply involved in activities that have significant scientific and technical (S&T) components that are vitally important for economic productivity and technological competitiveness, national security, an improved environment, better health, and many other purposes. Leadership of the government's role in S&T is exercised by fewer than 100 positions, most of them presidentially appointed and Senate confirmed. Yet there is considerable evidence of increasing difficulty in filling and keeping filled these seemingly prestigious positions. This book by a distinguished panel composed mostly of former presidential appointees delves into the reasons these federal S&T-related positions are vacant, identifies the serious consequences, and recommends a series of changes to reduce the hurdles and disincentives posed by the appointment and confirmation process and to make the positions more attractive to top candidates.

Book excerpt: The Government Performance and Results Act (GPRA), passed by Congress in 1993, requires that federal agencies write five-year strategic plans with annual performance goals and produce an annual report that demonstrates whether the goals have been met. The first performance reports are due in March 2000. Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.

His story tells us much about how the United States was able to catapult into world leadership in science in the postwar period. In simple, direct prose, Piore describes how the U. S. government encouraged key groups of mostly younger scientists to organize into working groups at Cal Tech, Berkeley, Los Alamos, Chicago, Columbia, Harvard, and MIT during World War II. These groups carried out major projects that both assured the allied victory and set the stage for postwar relations between Washington and the universities. He describes his role of research at IBM as the corporation took the lead in developing the new computer industry. And he has a good deal to say about how the science adviser to the president has fared under presidents from Eisenhower to Bush. Piore offers trenchant observations about the strengths and weakness of national science policy among the leading countries of Western Europe, Japan, and the Soviet Union. And he tells us how the National Academy of Sciences operates and the problems it encounters. Piore's story has much to tell us about the basis for U.S. leadership in science, as well as policy decisions that may weaken our scientific base. It will be of interest to all those interested in the interaction of science and society.

However, as experience has accumulated with various forms of research misconduct, detrimental research practices, and other forms of misconduct, as subsequent empirical research has revealed more about the nature of scientific misconduct, and because technological and social changes have altered the environment in which science is conducted, it is clear that the framework established more than two decades ago needs to be updated. Responsible Science served as a valuable benchmark to set the context for this most recent analysis and to help guide the committee's thought process. Fostering Integrity in Research identifies best practices in research and recommends practical options for discouraging and addressing research misconduct and detrimental research practices.

To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).
