Book Environmental Research and Development

Download or read book Environmental Research and Development written by Carnegie Commission on Science, Technology, and Government and published by . This book was released on 1992 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report addresses the research and development (R&D) organizations and the decision-making processes that the Federal Government needs to enable it to work toward national and global environmental objectives. It is essential that these programs be well organized, adequately funded, and closely linked with the policy-making process. The report suggests that there are many excellent scientists and engineers in the federal research system, but they are operating within organizations and under a set of priorities that are directed more toward the problems of the past than the problems of today and tomorrow. The Commission asserts that the complex environmental problems of today require a restructuring of the federal environmental R&D system and the redirection of many of its programs to a new set of priorities. The report discusses over a dozen federal departments and agencies that conduct environment-related R&D and the need for a more dynamic, interrelated organizational structure and more effective assessment and policy-making processes. A variety of suggestions are presented for improving the R&D programs of individual departments and agencies, and among other measures, strengthening and streamlining R&D infrastructure, providing strong leadership, encouraging multidisciplinary research efforts, and improving coordination among research programs. A recommendation "To Improve Educational Programs in the Environmental Sciences" appears in the section on "Building a Strong Intellectual Base" (Chapter 7). The appendixes contain a review of federal environmental R&D programs and biographies of the task force members responsible for this report. (Contains 117 references.) (MCO)

Download or read book Allocating Federal Funds for Science and Technology written by National Research Council and published by National Academies Press. This book was released on 1995-11-22 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).

Book Evaluating Research Efficiency in the U S Environmental Protection Agency

Download or read book Evaluating Research Efficiency in the U S Environmental Protection Agency written by National Research Council and published by National Academies Press. This book was released on 2008-07-17 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.
