Book Do Federal Social Programs Work

Download or read book Do Federal Social Programs Work written by David B. Muhlhausen and published by Bloomsbury Publishing USA. This book was released on 2013-04-09 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: Addressing an issue of burning interest to every taxpayer, a Heritage Foundation scholar brings objective analysis to bear as he responds to the important—and provocative—question posed by his book's title. Of course, the answer to that question will also help determine whether the American public should fear budget cuts to federal social programs. Readers, says author David B. Muhlhausen, can rest easy. As his book decisively demonstrates, scientifically rigorous national studies almost unanimously find that the federal government fails to solve social problems. To prove his point, Muhlhausen reports on large-scale evaluations of social programs for children, families, and workers, some advocated by Democrats, some by Republicans. But it isn't just the results that matter. It's the lesson to readers on how Americans can—and should—accurately assess government programs that cost hundreds of billions of dollars each year. At the book's core is an insistence that we move beyond anecdotal reasoning and often-partisan opinion to measure the effectiveness of social programs using objective analysis and scientific methods. At the very least, the results of such analysis will, like this book, provide a sound basis for much-needed public debate.

Book Impact of the Update to the Federal Needs Analysis on Minnesota Students

Download or read book Impact of the Update to the Federal Needs Analysis on Minnesota Students written by Gerald Setter and published by . This book was released on 2005 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: In December 2004, the U.S. Department of Education announced that it will update the amount it allows families to deduct for state and other tax payments when applying for financial aid. These changes affect the way both the Federal Pell Grant and the Minnesota State Grant programs calculate a family's ability to pay. Larger assigned family responsibilities generally translate into smaller state and federal grants for students. The Higher Education Services Office has prepared this report estimating the aggregate projected impact of the update on Minnesota residents. In summary, Minnesota residents attending Minnesota institutions are expected to see an estimated $12.37 million less in federal and state grants, or about 4.5 percent less, than they would have without the update in the Federal Needs Analysis. (Contains 6 charts and 1 footnote.).

Book Special Education Law

Download or read book Special Education Law written by Peter S. Latham and published by Allyn & Bacon. This book was released on 2008 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Clear, well organized presentation of IDEA and other pertinent federal laws, together with well organized discussion of relevant cases, help educators understand and apply their knowledge in concrete situations. The emphasis of this practical book is on increasing understanding at a conceptual level rather than rote memorization of detailed provisions of the IDEA and other laws. By understanding the law, educators will be better equipped to work with future amendments of IDEA and with new laws that may be enacted by Congress. They will also have an increased ability to apply statutory provisions to specific situations. Part I - Constitutional Framework: provides important background in understanding the authority that Congress has to enact laws that impact on education in the United States and the authority that the courts have to interpret laws. Includes discussion of the judicial system, the key provisions of the United States Constitution, due process, equal protection, the statutes of certain regulations, and a brief overview and comparison of the Individuals with Disabilities Education Act (IDEA), the Rehabilitation Act (RA), and the Americans with Disabilities Act (ADA). Part II - IDEA: covers background, basic language and coverage, duty to evaluate, FAPE, IEP, placement, related services, inclusions/least restrictive environment, private school, discipline, mediation, due process, and court proceedings. Sample forms are included to supplement discussion with concrete examples to aid understanding. Part III - RA and ADA: covers RA/ADA basics, such as who is an individual with a disability, what entities are covered, enforcement provisions, and application to schools, universities, and employers. Part IV - Other Legal Issues: covers No Child Left Behind, FERPA, tort liability, and high stakes testing issues. At the end of each part there is a very basic question and answer section to assist the student in focusing on major points in each part.
