Book Federal Aid to Public Schools Classic Reprint

Download or read book Federal Aid to Public Schools Classic Reprint written by Fletcher Harper Swift and published by Forgotten Books. This book was released on 2018-05-03 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Federal Aid to Public Schools It was in 1821 that the dissatisfaction of the original States with this policy came to a climax. Under the leadership of Maryland, the demand for school land grants for the original States became a burning issue. Connecticut, New Hampshire, Vermont, and Vir ginia lent their support to Maryland's efforts, but in vain. Their cause speedily became a lost cause.2 The next notable event occurred in 1841, when Congress passed an act providing for the distribution among the States and Territories of the net proceeds of the sales of public lands after the payment to the States of certain sums (per centum grants) to which the States were severally entitled. This act, however, remained in force less than one year, and the question of a general policy of Federal aid to public schools was allowed to slumber.3 The smith-towner bill, introduced into the United States Senate on August 10, 1918, renewed the issue. This bill, as is well known, failed of passage but was followed by the Towner Sterling bill. Whether the policies embodied in these two bills will ever be incorporated into Federal law or not, it is obvious that there is need of a concise account of just what aid the Federal Government has thus far provided for public schools. The present monograph has been prepared with a view to presenting such statement. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book Federal Aid for Vocational Education

Download or read book Federal Aid for Vocational Education written by I. L. Kandel and published by Forgotten Books. This book was released on 2017-11-21 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Federal Aid for Vocational Education: A Report to the Carnegie Foundation for the Advancement of Teaching Entirely apart from the wisdom or unwisdom of this appropriation of money by the federal government, it is important that the people of the United States should understand clearly what is being done. More and more the money of the federal treas ury is being sought for educational projects of one kind or another in the separate states. In the long run there Will come undoubtedly some demand for a more direct supervision of education by the federal authority. If this policy is to be entered upon, it should be taken up with a clear conception of what it means. Perhaps no circumstance of the original Morrill legislation was more remarkable than the entire absence of any educational conception as to what sort of colleges were to be created out of the money supplied by the central government. Indeed, a large proportion of the members of Congress did not expect institutions of college grade. This whole legislation, - so momentous in its consequences, resulting in the establish ment of institutions throughout all the states, - primarily educational in its s00pe and in its consequences, was carried out from the beginning to the end with almost no consideration of the educational problems involved. It is not too much to say that for the first fifty years of their existence the colleges thus established did very little to advance the interests of agriculture or to minister to the needs of the young men and young women on the farm. It is only within the last few years that they have addressed themselves directly to this problem. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: How the United States can provide equal educational opportunity to every child The United States Supreme Court closed the courthouse door to federal litigation to narrow educational funding and opportunity gaps in schools when it ruled in San Antonio Independent School District v. Rodriguez in 1973 that the Constitution does not guarantee a right to education. Rodriguez pushed reformers back to the state courts where they have had some success in securing reforms to school funding systems through education and equal protection clauses in state constitutions, but far less success in changing the basic structure of school funding in ways that would ensure access to equitable and adequate funding for schools. Given the limitations of state school funding litigation, education reformers continue to seek new avenues to remedy inequitable disparities in educational opportunity and achievement, including recently returning to federal court. This book is the first comprehensive examination of three issues regarding a federal right to education: why federal intervention is needed to close educational opportunity and achievement gaps; the constitutional and statutory legal avenues that could be employed to guarantee a federal right to education; and, the scope of what a federal right to education should guarantee. A Federal Right to Education provides a timely and thoughtful analysis of how the United States could fulfill its unmet promise to provide equal educational opportunity and the American Dream to every child, regardless of race, class, language proficiency, or neighborhood.

Book The History of Federal and State Aid to Higher Education in the United States Classic Reprint

This book was released on 2017-11-02 with total page 840 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The History of Federal and State Aid to Higher Education in the United States One of the chief difficulties encountered in writing the following monograph, has been to determine what schools should be classified as institutions of higher education. When treated historically higher education is quite relative in its nature. There is no line that can be drawn separating into groups schools of the same grade of work. The names of institutions are misleading; an Old time academy might have been equal in curriculum and instruction to a modern college, and on the other hand a modern high school may be equivalent to an old time college. There has always been a tendency for an institution, when first founded, to take upon itself a great name with the hope of soon becoming greater than its name. All classification is at best merely relative. Under such circumstances there is only one alternative - to classify institutions appearing under the names of college and uni versity as schools Of superior instruction. On the other hand, many normal schools have courses of instruction ranging into the classics and higher English branches. But as these schools are professional, being devoted to the preparation Of teachers in the primary and secondary schools, they are naturally excluded from the classification under higher education. They should be treated by themselves, and it would be exceedingly interesting to trace the history of normal education in the United States. The question of determining the position of pure agricultural and technical schools, where the chief work has been directed to manual training rather than to theoretical knowledge, is not easily settled. In this monograph the agricultural and mechanical colleges have been in cluded, as upon the whole the best solution of the question. Book Federal Aid to Public Schools Bulletin 1922

Download or read book Federal Aid to Public Schools Bulletin 1922 written by Fletcher Harper Swift and published by . This book was released on 1923 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Herein is a companion study to the report on "State Policies in Public-School Finance," published as Bulletin No. 6, 1922, which was written with a view to summarizing the most significant conclusions resulting from a series of comprehensive investigations of public-school finance made by Doctor Swift and others in 11 different States. In the present study, Doctor Smith reviews the development of the policies adopted by the Federal Government, from time to time, in dealing with the problem of public education, including land grants, per centum grants, loans, royalties, and conditional and cooperative grants of money. It thus furnishes a basis of facts essential to any consideration of what is involved in current proposals for Federal grants in aid of education. As a concise statement of just what the Federal Government has done in the past to encourage and promote public education through grants of land and money, this report will be of great value not only to educators but to all students of government and of public policy. For this purpose I avail myself of the table of annual expenditure per pupil which is to appear in Commissioner Harris's Report for 1900-1901, an advance copy of which has kindly been given me. Book The Control of City School Finances Classic Reprint

Download or read book The Control of City School Finances Classic Reprint written by George Willard Frasier and published by Forgotten Books. This book was released on 2017-09-18 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Control of City School Finances The public schools of America cost money. This cost has constantly increased until today it involves a vast expenditure. Americans no longer doubt the advisability of public schools, but the question of financing these schools is a vital one. It is not the purpose of this book to discuss the merits of different methods of providing funds for the public schools. It shall attempt only to discuss the merits of the different methods of controlling these moneys. In New York City the board of esti mate and apportionment controls the granting of money to the schools; in Detroit it is the city council and mayor; in Cleveland it is the county budget commission; in Newark it is the board of school estimate; while in such cities as Philadelphia, Seattle, Chicago and St. Louis, the board of educa tion raises and expends its own funds. The question as to who shall control the raising g and disbursing of moneys for the public schools is, and has been for years, a much debated question. It is the purpose of this book to present the different methods used in American cities and to examine and evaluate each in the light of educational efficiency.
