Book excerpt: This report presents a more detailed evaluation of the additional hydropower potential at both Upper and Lower St. Anthony Falls. An earlier evaluation in a reconnaissance level report dated September 1981 showed preliminary feasibility for added hydropower development at both locations. There are existing hydropower development at both locations. There are existing hydropower plants at each location that are owned and operated by Northern States Power Company. The existing units generate at nameplate capacities of 12.4 MW (megawatts) at Hennepin Island (Upper St. Anthony Falls) and 8.0 MW at Lower Dam (Lower St. Anthony Falls). This study was conducted assuming Federal development of additional hydropower at St. Anthony Falls. Project cost data, economic parameters, and other information would be different when assuming development by the present hydropower license, Northern States Power Company. This study concludes that added hydroelectric capacities of 21.0 MW at Upper St. Anthony Falls and 5.4 MW at Lower St. Anthony Falls are the optimum amounts that could be added at these two sites. The upper and lower sites would produce additional average annual energy of 65,120 and 18,900 MWh (megawatt-hours), respectively. The added energy developed from these two sites would be equivalent to 143,000 barrels of oil or 39,000 tons of coal per year.

The original Federal navigation locks and dam project included a foundation for a hydropower plant to be developed by non-Federal interests. The existing hydropower plant and equipment are owned and operated by the Ford Motor Co. The existing four turbines generate a combined nameplate capacity of 14.4 MW (megawatts). This study was conducted under the assumption that the Federal government would develop additional hydropower at locks and dam 1. It concludes that an additional hydroelectric capacity of 7.2 MW would be the optimum amount that could be added to this site. That capacity would produce additional average annual energy of 21,450 MWh (megawatt-hours). The added energy recommended would equate to burning 36,500 barrels of oil or 10,000 tons of coal per year. Total investment first cost of the recommended hydropower development would be $11,696,000 or $1,076,000 on an average annual basis, including annual operation and maintenance costs. Average annual benefits based on the avoided costs of a fossil fuel plant are $1,325,000. Net annual benefits are $249,000. The benefit-cost ratio is 1.23 based on an 8-3/4% discount rate, 100-year project life, and October 1984 price levels. Many of the environmental impacts normally associated with hydropower development would not occur because no new impoundment or changed plan of regulating river flows would be required.

Book excerpt: This project has been sponsored by the St. Paul district of the United States Army Corps of Engineers as a planning tool to facilitates its obligations to preserve and project the cultural heritage. More specifically, thirteen locks and dams have been investigated in order to determine their historical value. Since seven of these lock and dam complexes are currently under evaluation for hydropower conversion, historic preservation officers of Minnesota, Wisconsin and Iowa have expressed their interest in seeing the thirteen lock and dam structures be considered for a thematic group format submission to the National Register of Historic Places. Moreover, the contract was modified to include study of the Lower Dam Hydro Station and Wasteway No. 2, both of which are located in St. Anthony Falls Historic district and may be utilized for hydropower development. The location of this study area is a large one covering a stretch of approximately 239 river miles along the upper Mississippi upon which the locks and dams are located. The specific specifications of the contracts are contained in the scope of work found in the Appendix.
