Book excerpt: "The Mackenzie Gas Project (the project) proponents plan to construct a gas pipeline across the Blackwater River. The crossing is located at KP-677.1 of the proposed NPS 30 Mackenzie Valley pipeline. The proposed installation method is horizontal directional drilling (HDD). Site soils, based on geological assessments and local boreholes, are expected to consist mainly of unfrozen gravel and cobbles over bedrock below the Blackwater River. Beyond the river, the soil is expected to be mainly sandy gravel or gravelly sand over bedrock, with possibly a separating till layer. Most soils are expected to have little or no excess ice content. Problematic soils for HDD, such as thick, coarse gravels with cobbles and boulders are expected to be present in the floodplain section. Provided that the depth to bedrock is not excessive, the site soils are considered suitable for HDD. Based on the local topography and a confirmation of the depth to bedrock, an HDD profile below the Blackwater River crossing can be designed that is feasible to install. Additional field investigations will be completed to further assess the: thickness and extent of the coarse granular soils; type and properties of the expected bedrock at depth. The additional data would be used to refine and optimize the currently proposed drill path and to identify the need for, and length of, surface casing. Acceptable mud disposal options will also be investigated further before construction. If the additional soils data indicate that an HDD crossing is not feasible, an alternative open-cut method of pipe installation will be required" -- leaf i.

The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
