Book excerpt: By the middle of 1918 the British Army had successfully mastered the concept of ’all arms’ warfare on the Western Front. This doctrine, integrating infantry, artillery, armoured vehicles and - crucially - air power, was to prove highly effective and formed the basis of major military operations for the next hundred years. Yet, whilst much has been written on the utilisation of ground forces, the air element still tends to be studied in isolation from the army as a whole. In order to move beyond the usual 'aircraft and aces' approach, this book explores the conceptual origins of the control of the air and the role of the Royal Flying Corps (RFC) within the British army. In so doing it addresses four key themes. First, it explores and defines the most fundamental air power concept - the control of the air - by examining its conceptual origins before and during the First World War. Second, it moves beyond the popular history of air power during the First World War to reveal the complexity of the topic. Third, it reintegrates the study of air power during the First World War, specifically that of the RFC, into the strategic, operational, organisational, and intellectual contexts of the era, as well as embedding the study within the respective scholarly literatures of these contexts. Fourth, the book reinvigorates an entrenched historiography by challenging the usually critical interpretation of the RFC’s approach to the control of the air, providing new perspectives on air power during the First World War. This includes an exploration of the creation of the RAF and its impact on the development of air power concepts.

One of the reasons given for this federation was that the Commonwealth could provide a common defence. William Rooke Creswell argued that, as an island continent, Australia could not defend itself without a navy. He saw no point in having a 70,000 strong army if only one enemy battleship could destroy port cities and disrupt maritime trade and sea communications. Creswell was not alone in his campaign to establish a navy for Australia but he was the one constant advocate throughout the years from his first proposals on a navy for Australia in 1886 to when the first ships of the Australian Fleet sailed into Sydney Harbour in October 1913.

A popular misconception is that Jutland marked the end of the operational career of the German High Sea Fleet and the beginning of a period of stagnation for both it and its opponent, the Grand Fleet. The reality is much more complex. The German battle fleet was quiescent for much of the time in the North Sea, but it supported an ambitious amphibious campaign in the Baltic while a bitter commerce war was waged by U-Boats and the light craft fought a grueling campaign in the waters of the English Channel and the Belgian Coast. After Jutland focuses primarily on the Royal Navy as the dominant maritime force, but it also analyses the struggles of the beleaguered German Navy as it sought to find ways to break the tightening stranglehold of the blockade and undermine Allied control of the world's oceans —and of British home waters in particular. The continuing conflict in the Baltic will also be explored as the Germans increased the pressure on the Russian territory and the Russian fleet while the latter, despite its descent into revolution, still struggled to provide an effective counter to the Imperial German Navy. The Royal Navy learned much from Jutland and applied those lessons to good effect. It greatly improved the way that ships were organized for battle, as well as developing new tactics. There were also great leaps in communications and in command and control, while both aviation and undersea operations, including mine warfare, developed at breakneck pace. The Imperial German Navy made its own changes as a result of Jutland. Indeed, both Germany and Russia undertook much more naval innovation in the final years of the conflict than is often realized. By 1918, all the protagonists were fighting what was, in every way, a multi-dimensional maritime war that was the forerunner of naval conflict for the remainder of the twentieth century. The period also saw the entry to the conflict of the United States and the increasing commitment of the United States Navy. USN units saw hard service before the Armistice of November 1918. Many of the foundations of success in the next war were laid by the USN at this time. The learning curve was steep as officers and sailors alike sought to catch up on the experience of nearly three years of conflict, but they brought new methods and new applications of technology to the operational problems with which their coalition partners had been struggling. This included the Sixth Battle Squadron, which was rapidly assimilated into the Grand Fleet, absorbing the hard-won knowledge of their British colleagues, but applying some of their own ideas.

Yet each large technical innovation has met with resistance and even hostility from those officers who, adhering to a familiar warrior ethos, have grown used to a certain style of fighting. In Technological Change and the United States Navy, William M. McBride examines how the navy dealt with technological change—from the end of the Civil War through the "age of the battleship"—as technology became more complex and the nation assumed a global role. Although steam engines generally made their mark in the maritime world by 1865, for example, and proved useful to the Union riverine navy during the Civil War, a backlash within the service later developed against both steam engines and the engineers who ran them. Early in the twentieth century the large dreadnought battleship at first met similar resistance from some officers, including the famous Alfred Thayer Mahan, and their industrial and political allies. During the first half of the twentieth century the battleship exercised a dominant influence on those who developed the nation's strategies and operational plans—at the same time that advances in submarines and fixed-wing aircraft complicated the picture and undermined the battleship's superiority. In any given period, argues McBride, some technologies initially threaten the navy's image of itself. Professional jealousies and insecurities, ignorance, and hidebound traditions arguably influenced the officer corps on matters of technology as much as concerns about national security, and McBride contends that this dynamic persists today. McBride also demonstrates the interplay between technological innovation and other influences on naval adaptability—international commitments, strategic concepts, government-industrial relations, and the constant influence of domestic politics. Challenging technological determinism, he uncovers the conflicting attitudes toward technology that guided naval policy between the end of the Civil War and the dawning of the nuclear age. The evolution and persistence of the "battleship navy," he argues, offer direct insight into the dominance of the aircraft-carrier paradigm after 1945 and into the twenty-first century.

In Jutland, international scholars reassess the strategies and tactics employed by the combatants as well as the political and military consequences of their actions. The Royal Naval Air Service invested heavily in aircraft of all types—aeroplanes, seaplanes, airships, and kite balloons—in order to counter the German U-boats. Under the Royal Air Force, the air campaign against U-boats continued uninterrupted. Aircraft bombed German U-boat bases in Flanders, conducted area and ‘hunting’ patrols around the coasts of Britain, and escorted merchant convoys to safety. Despite the fact that aircraft acting alone destroyed only one U-boat during the war, the overall contribution of naval aviation to foiling U-boat attacks was significant. Only five merchant vessels succumbed to submarine attack when convoyed by a combined air and surface escort during World War I. This book examines aircraft and weapons technology, aircrew training, and the aircraft production issues that shaped this campaign. Then, a close examination of anti-submarine operations—bombing, patrols, and escort—yields a significantly different judgment from existing interpretations of these operations. This study is the first to take an objective look at the writing and publication of the naval and air official histories as they told the story of naval aviation during the Great War. The author also examines the German view of aircraft effectiveness, through German actions, prisoner interrogations, official histories, and memoirs, to provide a comparative judgment. The conclusion closes with a brief narrative of post-war air anti-submarine developments and a summary of findings. Overall, the author concludes that despite the challenges of organization, training, and production the employment of aircraft against U-boats was largely successful during the Great War. This book will be of interest to historians of naval and air power history, as well as students of World War I and military history in general.
