Fatal child maltreatment is defined as the death of a child that is a direct result of abuse and neglect. Methods: A systematic literature review of empirical data published between 2009-2021 and a review of public data publish by Los Angeles County Inter-Agency Council on Child Abuse and Neglect between 2009-2019. Results: Most common risk factors for Black and Hispanic children include race, age, child protective services history, and gender. Family makeup plays a significant role in what leads children to die. Children who come from large families have a higher likelihood of fatal neglect, and single parent households have a higher likelihood of fatal abuse. Mothers are more likely to perpetuate neglect while fathers are more likely to perpetuate physical abuse. Compared to 20 other nations, the USA has the highest number of child abuse related deaths. Social workers and other professionals who work with children are not trained enough on this topic. Child Death Review Teams have assisted in developing awareness about child deaths and how to prevent them. Discussion: The overview of the various studies and local public data showed that the factors that place children at risk for fatal abuse and neglect are entirely out of their control. Nine out of thirteen studies reviewed cited that African American children are the highest population at risk for fatal abuse and neglect. Children do not choose what family they are born into. They also do not get to choose their race or gender. The fact that various studies and public data cited these to be the considered risk factors that determine the likelihood a child will live or die at the hands of their parental figure is unacceptable. There is a gap in the research as most of the research pertaining to fatal child abuse and neglect is over 2 decades old.

The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. Book excerpt: ABSTRACT: This thesis examines child death data in an effort to assist in prevention and intervention, as well as, to provide quantitative and qualitative analysis to improve and enhance policy development around child deaths due to abuse and neglect in florida. The data reviewed consisted of aggregate data for all incidents of child deaths (N = 266) in Florida where the primary caregiver was the alleged perpetrator of a child fatality for children under age 18. All data examined were recorded and stored in the Department of Children and Families' Child Safety Assessment database between 1998 and 2000. According to national and state data on maltreatment deaths, the number of physical abuse deaths are slightly higher than fatalities categorized as due to neglect (51% and 43%, respectively), and the remaining 6% are attributed to both abuse and neglect. The data suggest that mothers account for the greatest percentage of child deaths due to neglect, while fathers and other male caregivers are responsible for the greatest percentage of child fatalities due to physical abuse. There was no significant difference between child fatalities committed by biological fathers as opposed to other male caregivers, which suggests that policies around caregiver relationship has had limited impact on child safety. Describing and defining different kinds of maltreatment requires that attention be paid to historical and cultural environments. Policies for preventing or reducing child deaths requires understanding of risk factors and protective factors at the level of the individual, the family, the community, and the society. Whereas men and women differ in types of maltreatment they are likely to commit, the difference in rate of child fatalities committed by biological fathers as opposed to other male caregivers is insignificant. These findings suggest that policies that focus on caregiver relationship have limited impact on child safety. Anthropological holistic insight on the domains and factors that contribute to the increase in child deaths due to maltreatment may help to develop new policy initiatives. Until research advances our knowledge and that knowledge is used to set policies, and those polices properly implemented, children will continue to fall victim to maltreatment fatalities.
