Book excerpt: Should the Secretary of the Treasury wish to have in excess of $350 billion outstanding at any one time under the program, the President must submit a written report to Congress detailing the Secretary's plan to exercise this additional authority. [...] In short, the resolution is considered not under the ordinary parliamentary procedures of the House and Senate, which are, by design, slow and uncertain, but on a special parliamentary "fast track." These procedures address: Should Congress receive a report from the President detailing the Secretary of the Treasury's desire to have more than $350 billion outstanding under the [...] The title of the joint resolution is specified by the statute: "Joint resolution relating to the disapproval of obligations under the Emergency Economic Stabilization Act of 2008." Its text is mandated as well: "That Congress disapproves the obligation of any amount exceeding the amounts obligated as described in paragraphs (1) and (2) of section 115(a) of the Emergency Economic Stabilization Act [...] In the Senate, under most circumstances, a motion to proceed to the consideration of a measure is fully debatable.5 The motion to proceed to the consideration of the joint resolution of disapproval under EESA, however, is not debatable or amendable, and it cannot be postponed. [...] The motion is in order in the Senate at any time during the period beginning on the fourth day after the date on which Congress receives the President's report and ending on the sixth day after receipt.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways.
