A theory is proposed to explain the counting process at these high rates and the observed dependence of resolving power on counting rate. The contents of the report include details of the design of a double pulse generator working down to separations of about 0.3 microseconds, and a scaling circuit capable of resolving about 1 megacycle per second of periodic pulses. The latter unit may have application to other experiments, for example, time measurement in ballistics problems.
