It engages with a well-established debate in academic and policy-making contexts regarding the utility of human security as a framework for understanding and redressing conflict. The book argues that this concept allows the possibility of articulating the substantive experiences of violence and marginalisation experienced by people in local settings as well as their own struggles towards a secure and happy life. In this regard, it goes a long way to making sense of the complex dynamics of conflict which have confounded Western policy-makers in their ongoing state-building mission in Afghanistan. However, despite this inherent potential, the idea of human security still needs refinement. Crucially, it has benefitted from critical feminist and critical social theories which provide the conceptual and methodological depth necessary to apprehend what a progressive ethical program of security looks like and how it can be furthered. Using this framework, the work provides a critical reconstruction of the effect of the US-led Western Intervention on women’s experiences of (in)security in the three provincial contexts of Nangarhar, Bamiyan and Kabul. This reconstruction is drawn from a wealth of historical and contemporary sociological research alongside original fieldwork undertaken in Delhi, India, during 2011 with women and men from the country’s different communities. This book will be of much interest to students of human security, state-building, gender politics, war and conflict studies and IR in general.

Book excerpt: This Open Access book explores heritage conservation ethics of post conflict and provides an important historical record of the possible reconstruction of the Bamiyan Buddha statues, which was inscribed in the UNESCO World Heritage List in Danger in 2003 as “Cultural Landscape and Archaeological Remains of the Bamiyan Valley”. With the condition that most surface of the original fragments of the Buddha statues were lost due to acts of deliberate destruction, this publication explores a reference point for conservation practitioners and policy makers around the world as they consider how to respond to on-going acts of destruction of cultural heritage. Whilst there has been an emerging debate to the ethics and nature of heritage reconstruction, this volume provides a plethora of ideas and approaches concerning the future treatment of the Bamiyan Buddha statues. It also addresses a number of fundamental questions on potential heritage reconstruction: how it will be done; who will decide; and what it should be done for. Moreover when it comes to the inscribed World Heritage properties, how can reconstructed heritage using non-original materials be considered to retain authenticity? With a view to serving as a precedent for potential decisions taken elsewhere in the world for cultural properties impacted by acts of violence and destruction, this volume introduces academic researches, experiences and observations of heritage conservation theory and practice of heritage reconstruction. It also addresses the issue not merely from the point of a material conservation philosophy but within the context of holistic strategies for the protection of human rights and promotion of peace building.

Book excerpt: Opiates originating in Afghanistan threaten the health and well-being of people in many regions of the world. Their illicit trade also adversely impacts governance, security, stability and development in Afghanistan, in its neighbors, in the broader region and beyond. This report, the second such report of the United Nations Office on Drugs and Crime research project on the topic, covers worldwide flows of Afghan opiates, as well as trafficking in precursor chemicals used to turn opium into heroin. By providing a better understanding of the global impact of Afghan opiates, this report can help the international community identify vulnerabilities and possible countermeasures. This report presents data on the distribution of trafficking flows for Afghan opiates and their health impact throughout the world. A worrying development that requires international attention is the increasing use of Africa as a way station for Afghan heroin shipments to Europe, North America and Oceania. This is fuelling heroin consumption in Africa, a region generally ill-equipped to provide treatment to drug users and to fight off the corrupting effects of drug money. Another new trend is the growing use of sea and air transport to move Afghan heroin around the world, as well as to smuggle chemicals used in heroin production into Afghanistan. Traffickers in Afghan heroin have traditionally relied on overland routes, and law enforcement services will need to respond to this new threat. The findings of this report identify areas that need more attention. Strengthening border controls at the most vulnerable points, such as along Afghanistan's border with Pakistan's Baluchistan province, could help stem the largest flows of heroin, opium and precursor chemicals. Increasing the capacity to monitor and search shipping containers in airports, seaports and dry ports at key transit points and in destination countries could improve interdiction rates. Building capacity and fostering intelligence sharing between ports and law enforcement authorities in key countries and regions would help step up interdiction of both opiates and precursor chemicals. Addressing Afghan opium and insecurity will help the entire region, with ripple effects that spread much farther. Enhancing security, the rule of law and rural development are all necessary to achieve sustainable results in reducing poppy cultivation and poverty in Afghanistan. This will benefit the Afghan people, the wider region and the international community as a whole. But addressing the supply side and trafficking is not enough. We need a balanced approach that gives equal weight to counteracting demand for opiates.

His memoirs, translated from Pashto, are more than just a personal account of his extraordinary life. My Life with the Taliban offers a counter-narrative to the standard accounts of Afghanistan since 1979. Zaeef describes growing up in rural poverty in Kandahar province. Both of his parents died at an early age, and the Russian invasion of 1979 forced him to flee to Pakistan. He started fighting the jihad in 1983, during which time he was associated with many major figures in the anti-Soviet resistance, including the current Taliban head Mullah Mohammad Omar. After the war Zaeef returned to a quiet life in a small village in Kandahar, but chaos soon overwhelmed Afghanistan as factional fighting erupted after the Russians pulled out. Disgusted by the lawlessness that ensued, Zaeef was one among the former mujahidin who were closely involved in the discussions that led to the emergence of the Taliban, in 1994. Zaeef then details his Taliban career as civil servant and minister who negotiated with foreign oil companies as well as with Afghanistan's own resistance leader, Ahmed Shah Massoud. Zaeef was ambassador to Pakistan at the time of the 9/11 attacks, and his account discusses the strange "phoney war" period before the US-led intervention toppled the Taliban. In early 2002 Zaeef was handed over to American forces in Pakistan, notwithstanding his diplomatic status, and spent four and a half years in prison (including several years in Guantanamo) before being released without having been tried or charged with any offence. My Life with the Taliban offers a personal and privileged insight into the rural Pashtun village communities that are the Taliban's bedrock. It helps to explain what drives men like Zaeef to take up arms against the foreigners who are foolish enough to invade his homeland.
