Book excerpt: U.S. Agriculture is also changing rapidly from a sector characterised by production of undifferentiated bulk commodities sold in spot markets to one of specialised markets driven by new end-user demands. As production shifts away from commodity agriculture to product agriculture, vertically integrated agribusiness firms are increasingly organising production into agro-food value chains to synchronise all stages of production from seed to supermarket. Value-added production is a central element of agro-food value chain, and control over specific "identity preserved"(IP) trait is basic to the development of product agriculture. Many farmers and ranchers are beginning to consider how they might reorganise their operation to better anticipate these changes and to participate in them, for example, by forming "new generation" value-added co-operatives, and engaging in increased contract production as sources of new markets, lowered risks, and higher farm and ranch incomes. Emerging opportunities for biomass-based fuels and materials processing facilities, new food processing plants, and alternative farming system (e.g., organic) could create important new markets for producers. Smaller-scale producers find new opportunities in regionally branded products, farmers markets, new speciality crops, ethic markets, or in establishing direct marketing links between farms an regional groceries. This new book examines the status of this important development.

Interventions aimed at business service provision and designed and developed by donors have commonly been termed Business Development Services (BDS). BDS has largely focused on reducing poverty by raising the incomes of farmers and rural entrepreneurs. The term business services, refers to the range of non financial services provided to micro and small enterprises (MSEs) at various stages in their development. They embody a market development approach to the provision of support services1. This Occasional Paper presents findings from a study conducted on approaches to the design and delivery of business services to farmers and rural entrepreneurs. The paper is based upon an extensive literature review of BDS and other business-related service interventions, supported by selected case studies in Asia and Africa. Business services are aimed at assisting farmers and rural entrepreneurs to overcome internal and external constraints to their farm business start-up, development and performance. Contained within the broad concept are such activities as group training, individual counselling, advice, the development of new commercial entities, technology development and transfer, information provision, business links and policy advocacy.

They are too big to use the direct marketing techniques of small farms but too small to take advantage of corporate marketing and distribution systems. This crisis of the midsize farm results in a rural America with weakened municipal tax bases, job loss, and population flight. Food and the Mid-Level Farm discusses strategies for reviving an "agriculture of the middle" and creating a food system that works for midsize farms and ranches. Activists, practitioners, and scholars from a variety of disciplines, including sociology, political science, and economics, consider ways midsize farms can regain vitality by scaling up aspects of small farms' operations to connect with consumers, organizing together to develop markets for their products, developing food supply chains that preserve farmer identity and are based on fair business agreements, and promoting public policies (at international, federal, state, and community levels) that address agriculture-of-the-middle issues. By declaring 2014 the “International Year of Family Farming,” the United Nations has placed this form of production at the center of debates on agricultural development. These debates are often reduced to two opposing positions. The first advocates the development of industrial or company agriculture, supposedly efficient because it follows industrial processes for market-oriented mass production. The second promotes the preservation of family farming with its close links between family and farm. The authors of this book wish to enrich the debates by helping overcome stereotypes – which often manifest through the use of terms such as “small-scale farming, subsistence farming, peasant, etc.” Research work has emphatically demonstrated the great adaptability of family farming systems and their ability to meet the major challenges of tomorrow but it has also not overlooked their limitations. The authors explore the choices facing society and possible development trajectories at national and international levels, and the contribution that agriculture will have to make. They call for a recommitment of public policies in favor of family farming in developing countries and stress the importance of planning actions targeted at and tailored to the family character of agricultural models. But, above all, they highlight the need to overcome strictly sectoral rationales, by placing family farming at the core of a broader economic and social project. It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers. Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).
