As a result of these changes, the nature of warfare altered. The First World War was not simply a struggle between the armed forces of belligerent nations. It was a total war which Ultimately involved all the forces in the nations on a scale and with an intensity which mankind had never before experienced. Total warfare demanded the entire strength of the nation. In Germany the transition to total warfare began earliest and went furthest. Even there it was born not in the early days of the fighting, but only after the conflict extended beyond the period originally antici pated. By mid-I916, the struggle had turned essentially into a battle of material, and it became apparent that its economic and technical aspects were more important than the purely military. An ever greater production of war-essential goods became the paramount need. Germany's armed forces had grown to an unprecedented size, but each man in the military service represented at the same time an increase in the need for supplies and a decrease in the productive labor force. The crux of the problem was the manpower shortage.

Her book explores the relationship between ideology and policy, challenging the idea that wars improve the status of women by bringing them into new areas of activity. Using fresh sources for both Germany and the United States, Professor Rupp considers the images of women before and during the war, the role of propaganda in securing their support, and the ideal of feminine behavior in each country. Her analysis shows that propaganda was more intensive in the United States than in Germany, and that it figured in the success of American mobilization and the failure of the German campaign to enlist women's participation. The most important function of propaganda, however, consisted in adapting popular conceptions to economic need. The author finds that public images of women can adjust to wartime priorities without threatening traditional assumptions about social roles. The mode of adaptation, she suggests, helps to explain the lack of change in women's status in postwar society. Far-reaching in its implications for feminist studies, this book offers a new and fruitful approach to the social, economic, and political history of Germany and the United States. Book excerpt: Among the regional landed elites in the Western World of the mid-1800s, the two most formidable were the owners of slave plantations in the Southern states of the U.S. and the proprietors of manorial estates in the provinces of Prussian East Elbia. Masters and Lords surveys the economic, social, and political histories of the two classes from the seventeenth and sixteenth centuries respectively, and pays particular attention to planters during the secession crisis of 1860-61 and to Junkers during the revolutionary crisis of 1848-49. In the process, Bowman grapples with such ambiguous and contentious concepts as capitalism, conservatism, and paternalism. Despite very different labor systems, antebellum planters and contemporaneous Junkers alike presided over landed estates that functioned as both autocratic political communities and agricultural enterprises exporting valuable commodities to industrializing England. This book also highlights important geographic, demographic, and political contrasts between the South and East Elbia as regional societies. Bowman concludes that the crucial distinction between the two landed elites is to be found in the Junkers' militarist and estatist monarchism versus the planters' libertarian but racist republicanism.
