Book excerpt: The Middle East and Central Asia’s economic growth potential is slowing faster than in other emerging and developing regions, dampening hopes for reducing persistent unemployment and improving the region’s generally low living standards. Why? And is it possible to alter this course? This paper addresses these questions by estimating potential growth, examining its supply-side drivers, and assessing which of them could be most effective in raising potential growth. The analysis reveals that the region’s potential growth is expected to slow by 3⁄4 of a percentage point more than the EMDC average over the next five years. The reasons behind this slowdown differ across the region. Lower productivity growth drives the slowdown in the Caucasus and Central Asia and is also weighing on growth across the Middle East (MENAP); while a lower labor contribution to potential growth is the main driver in MENAP. Moving forward, given some natural constraints on labor, total factor productivity growth is key to unlocking the region’s higher growth potential. For oil importers, raising physical capital accumulation through greater investment will also play an important role.

Book excerpt: Over the past decade, the Russian government has embarked on an ambitious program of economic development in the Russian Far East (RFE), envisioning the transformation of the region into a hub for trade with the Asia Pacific. This paper explores the extent of RFE's trade integration with both key partners around the world and the rest of Russia. In particular, we calculate the region's trade potential on the basis of mean predicted values from a gravity model using three samples that offer different perspectives. Actual trade flows are then evaluated relative to the potential and the resulting index is analyzed for various years and countries. The results suggest that RFE exports to Northeast Asia have intensified over the period 2008-17, allowing the region to surpass its potential, although there is room to grow with respect to China. Moreover, the deepening integration with the Asia Pacific has been achieved at the expense of trade links with the rest of Russia. Lastly, imports from Japan and Korea are shown to be far below potential, although these two countries could be useful in promoting the economic development of RFE.

This concept is based on the strategizing methodology developed by Vladimir L. Kvint. The concept takes into account contemporary global, national, and regional development trends in workforce, employment, and labor market issues, including the active influence of information and communication technologies and the appearance of numerous novel forms of employment. The Russian Far East is a region of geostrategic importance for the whole world, rich in minerals that can be extracted provided that the region has the necessary—and correctly applied—workforce. This volume shows the uniqueness of the region’s workforce and factors that impact workforce development. The author identifies strategic factors influencing workforce development, namely, migration, education system, income sources, and business climate. The monograph identifies, with allowance made for global trends, the main components of workforce development strategy for the Far East: mission, vision, strategic advantages, and priorities. The measures proposed are evaluated in terms of public and economic efficiency. The conclusions and proposals in this work are built on the analysis of this wide range of analytical data.
