Book excerpt: This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

The Food and Agriculture Organization of the United Nations (FAO), in collaboration with the International Tropical Timber Organization (ITTO) and Unique Consultancy, elaborated a Global Forest Sector Outlook 2050 to assess the capacity of wood supply to support a sustainable bioeconomy. The report presents a business-as-usual scenario, based on the Global Forest Products Model (GFPM), and a bioeconomy scenario based on the impact of increased consumption of two wood products consolidated in the market: mass timber and manmade cellulose fiber. The publication assesses the market outlook for demand for primary processed wood products, demand and supply of industrial roundwood, wood energy, and forest employment and investments. From a deman-driven perspective, it discusses the actual forest resource base and production needs to supply future demand by factoring in the use of wood residues and enhanced productivity in the forest sector, as well as the influence of megatrends and policy objectives.

It advocates the use of the concept of optimal mix of markets and policies as an approach to view the appropriate and operational roles of market and government in dealing with forestry issues. It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. Part III focuses on the importance of forests and is primarily aimed at those outside the forest sector. Current innovations in information technology and the fast removal of government regulations have enabled forest industry corporations to invest on a larger scale in optimal locations worldwide. The interlinkages of forests and water are also highlighted. Part V is entitled Regional Forum. Its purpose is to analyze globally relevant continental issues. Interregional studies are followed by articles focusing on Latin America, Africa, Asia and the Pacific, North America, Europe, and the Russian Federation. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.

"State of the World's Forests 2009" places more emphasis on the 'demand side': What will be the impact on forests of future increases in global population, economic development and globalization? Is the explosion in global trade having positive or negative effects on the world's forests? Will the forest sector continue to have a major role in providing livelihoods for rural communities? This eighth edition looks forward. Part One summarizes the outlook for forests and forestry in each region of the world. FAO periodically carries out regional forest sector outlook studies in collaboration with countries and organizations in each region. The results of studies for all regions are summarized and presented here for the first time in a single publication. A main pattern that emerges is a strong correlation between economic development and the state of forests. Countries that are undergoing rapid economic growth tend to struggle with immense pressures on their forests. In contrast, regions that have already achieved a high level of economic development are usually able to stabilize or increase their forest area. However, the factors affecting forests are numerous and complex, making it difficult to draw simple conclusions or to make reliable projections. Part Two considers how forestry will have to adapt for the future. It begins with a global outlook for wood products demand to 2030, noting changing patterns in production, consumption and trade. Next, a chapter on environmental services of forests probes the various market and non-market mechanisms evolving to help forests and trees fulfill their environmental service functions of land, water and biodiversity protection, carbon storage and others. A look at progress in institutional adaptation notes that many forestry institutions are having difficulty in adapting to rapid changes in communications, globalisation and society's expectations. Those institutions that are willing and able to adapt are more likely to be successful in the future. Finally, Part Two examines developments in science and technology, which will continue to have an enormous impact on the future of forests and forestry. Imagine a world in which trees are a major source of fuel for cars, replacing oil. Only a few years ago this seemed like fantasy, but today the possibility must be seriously considered.

This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.
