The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. Book excerpt: This document contains the report of the Expert Consultation on the Development of a Comprehensive Global Record of Fishing Vessels, which was held at FAO headquarters in Rome, Italy, from 25 to 28 February 2008. The Director-General of FAO convened the Expert Consultation to provide guidance to FAO regarding the future development of a comprehensive Global Record (including guidance on the scope of the record, criteria for inclusion in the record, goals of the record, the sources of data and how to obtain accurate, comprehensive and current data, the need for a unique vessel identifier, the special needs of developing countries, and any special considerations), and to identify appropriate next steps, including how technical development should progress. The experts expressed both a sense of urgency about the need for this tool and their belief that market forces could spur compliance prior to any mandatory legal requirement imposed on countries to provide information. The Expert Consultation noted that the Global Record would be an essential tool to ensure the effectiveness of port State measures. Links to other databases were foreseen. The experts raised concerns about how to best convince countries to provide the needed data. In addition to providing information to fisheries enforcement agencies, the Global Record could: improve the traceability of vessels and products regarding illegal, unreported and unregulated (IUU) detection; enhance transparency of vessel information and operation; strengthen risk assessment for both governments and industry at all levels; and support decision-making on a broad range of topics including fleet capacity, management, safety, pollution, security, statistics and related issues. Further analysis into the viability of the Global Record is likely to occur during the remainder of 2008. In March 2009, proposals regarding its further advancement will be put before the FAO Committee on Fisheries (COFI). In the event that the COFI endorses the proposals, development and implementation of the Global Record will remain conditional on the availability of the significant funds required to ensure viability of the project. Funds will also be required and employed to assist some countries in the development of their national registries/records.

The greatest current challenge to the agricultural sector is for it to become sustainable in all three of the dimensions profit, people and planet. This is certainly the case in highly urbanized countries like the Netherlands, where agriculture is confronted with high land prices, rising consumer concerns for issues like animal welfare and negative environmental effects but also with new demands from the city for recreation, health care and local food products. These are some of the developments in our society that are forcing agriculture to change. The government, farmers, the agri-food industry and the retail sector struggle to meet this challenge and find new forms of governance. In the Netherlands, the government has called for a ‘transition towards sustainable agriculture’ and it is investing in this programme with its research and education policy. Similar trends have been observed in other countries. This book presents the expertise that has been accrued from at least five years of Dutch research in this area. The aim is to collate the results of the experiments, to learn from them, to confront them with existing theory and to share them with a larger audience in order to foster learning about transition. Given the leading position of the Netherlands in global agriculture, in a highly urbanized setting, and its leading position in the study of transition theory this should be of significant interest to students and researchers of the transitions in agriculture.

Book excerpt: This report presents the results of a Round-table discussion: moving forward through lessons learned on response actions to aquatic animal disease emergencies organized by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Norwegian Agency for Development Cooperation (NORAD) under the auspices of the project GCP/GLO/979/NOR: “Improving Biosecurity Governance and Legal Framework for Efficient and Sustainable Aquaculture Production” that was held from 16–18 December 2019 at the FAO Headquarters in Rome, Italy. The meeting was attended by 43 experts from 22 countries, representing governance authorities, intergovernmental organizations, academia, research institutions and the private sector. Twenty presentations were delivered, namely: (1) National Competent Authority: role and experiences; (2) Inter-governmental organization: role and activities/experiences related to investigating specific mass mortalities of aquatic animals; (3) Producer and research/academic sectors: role and activities/experiences related to investigating specific mass mortalities of aquatic animalsand (4) Global Burden of Animal Diseases (GBAD). The meeting successfully achieved its objective of taking stock and sharing experiences and lessons learned which were used for generating recommendations for the further development and improvement of the draft FAO Decision-tree for dealing with aquatic animal mortality events and supporting guidance. The meeting generated an annotated table of contents for this decision-tree document with the following major sections, namely: Introduction; Phases in an Emergency; Elements of an Emergency Response (Preparedness Phase, Response Phase, Recovery Phase); Decision-tree for Mass Mortality Events; Conducting Field Investigation; Tools and Guidance; and Case Study Examples. It is expected that this document will be made available in 2021.
