Available in PDF, EPUB and Kindle. Book excerpt: Questionnaires were administered by mail to a sample of 16,961 married military personnel and 13,625 spouses in the continental United States. The sample was designed to control for paygrade, urbanization level (rural, urban, or metropolitan) and type of housing occupied (government quarters, rented civilian housing, or personnally owned housing). Detailed information was obtained on housing style preferences, housing type preferences, potential impact of a fair market rental policy for government quarters, housing satisfaction, atttitude toward various proposed policy changes, career motivation, and perceived quality of life. A correlational model predicted that personal/situational factors, housing choice behavior, and housing attitudes would all be associated with perceived quality of life and career intention. The model's predictions were generally supported, except that housing choice behavior was unrelated to either variable. Both were related to housing attitudes and personal/situational factors with quality of life showing the stronger association with these variables (Military R's = .56 and .41, respectively). Book excerpt: In 1996, the Deputy Secretary of Defense directed the Under Secretary of Defense (Personnel and Readiness) to conduct a new study of military family housing. Previous studies concentrated on comparing the costs of military owned housing with housing allowances that are provided to personnel who rent or purchase civilian housing. This study complements previous efforts by investigating the preferences of military families for different kinds of housing, the methods they use to find housing at new locations, and the factors that are important in their choice of housing. The data for these investigations were collected through a survey of families assigned to 12 bases with varying housing situations. The analyses and the survey data should be of interest to policy makers and analysts concerned with military housing programs, the support of active duty families, and the role of housing benefits in the compensation package. Readers interested only in the findings of the study should focus on the first two chapters. The other chapters will be of interest to readers interested in the analytic methods and detailed results.

Book excerpt: Pursuant to a congressional request, GAO evaluated: (1) the Army's justification for the construction of 300 additional family housing units at Fort Campbell, Kentucky; and (2) a 1990 Army Corps of Engineers survey of rental housing in the Fort Campbell area. GAO found that the: (1) Army did not justify the construction of 300 additional family housing units at Fort Campbell; (2) Army incorrectly estimated the number of married soldiers to arrive as the number of families requiring housing, since its estimates were based on a combination of 2 databases that yielded inconsistent results; (3) Army understated the number of existing and projected private rental units and underestimated the rate of growth in rental units; (4) Army's model for determining housing needs did not allow price to equate the quantity of housing demanded to the quality supplied, possibly indicating a need for housing where none existed; and (5) Corps identified 12,497 rental units in the Fort Campbell area in February 1990, while the 1980 U.S. Census identified at least 17,189 units in the same area, resulting in a 38-percent differential between the 2 surveys.
