Book excerpt: As a history of family life in the squatter settlements of Rio de Janeiro from the 1940s to the 1960s, this study shatters the myth of household disorganization said to be the norm among the urban poor. Using quantitative evidence, field reports by social workers, newspaper accounts, and the recollections of the squatters themselves, the study dissects household structure, economic activity, living standards, and political participation among the one million favelados (squatters) living in Rio by 1960, singling out three favelas for comparative analysis. Favelados prized family life, and most succeeded in holding their households together against daunting odds. Shantytowns provided residence close to the workplace, and some were erected literally in the shadow of the construction projects where the squatters worked. Indeed, the location and economic activity of the surrounding neighborhood largely determined the ability of the favela to survive. As squatters became an important part of the city work force, they mobilized to put pressure on the authorities to provide collective services like water and electricity.

The greatest change is the explosion of drug and arms trade and the high incidence of fatal violence that has resulted. Yet the greatest challenge of all is job creation--decent work for decent pay. If unemployment and under-paid employment are not addressed, she argues, all other efforts will fail to resolve the fundamental issues. Foreign Affairs praises Perlman for writing "with compassion, artistry, and intelligence, using stirring personal stories to illustrate larger points substantiated with statistical analysis."

From the paramilitary invasion of Medell¡n in Colombia, the booming wealth of crack dealers in Managua, Nicaragua and police corruption in Mexico City, to the glimmers of hope in Lima, this book provides a dynamic analysis of urban insecurity. Based on new empirical evidence, interviews with local people and historical contextualization, the authors attempts to shed light on the fault-lines which have appeared in Latin American society. Neoliberal economic policy, it is argued, has intensified the gulf between elites, insulated in gated estates monitored by private security firms, and the poor, who are increasingly mistrustful of state-sponsored attempts to impose order on their slums. Rather than the current trend towards government withdrawal, the situation can only be improved by co-operation between communities and police to build new networks of trust. In the end, violence and insecurity are inseparable from social justice and democracy.

Book excerpt: A mesmerizing ethnography of the largest favela in Rio, where residents articulate their own politics of freedom against the backdrop of multiple forms of oppression. Normative liberalism has promoted the freedom of privileged subjects, those entitled to rights—usually white, adult, heteronormative, and bourgeois—at the expense of marginalized groups, such as Black people, children, LGBTQ people, and slum dwellers. In this visceral ethnography of Rocinha, the largest favela in Rio de Janeiro, Brazil, Moisés Lino e Silva explores what happens when liberalism is challenged by people whose lives are impaired by normative understandings of liberty. He calls such marginalized visions of freedom “minoritarian liberalism,” a concept that stands in for overlapping, alternative modes of freedom—be they queer, favela, or peasant. Lino e Silva introduces readers to a broad collective of favela residents, most intimately accompanying Natasha Kellem, a charismatic self-declared travesti (a term used in Latin America to indicate a specific form of female gender construction opposite to the sex assigned at birth). While many of those the author meets consider themselves “queer,” others are treated as “abnormal” simply because they live in favelas. Through these interconnected experiences, Lino e Silva not only pushes at the boundaries of anthropological inquiry, but also offers ethnographic evidence of non-normative routes to freedom for those seeking liberties against the backdrop of capitalist exploitation, transphobia, racism, and other patterns of domination.

Book excerpt: The residents of Caxambu, a squatter neighborhood in Rio de Janeiro, live in a state of insecurity as they face urban violence. Living with Insecurity in a Brazilian Favela examines how inequality, racism, drug trafficking, police brutality, and gang activities affect the daily lives of the people of Caxambu. Some Brazilians see these communities, known as favelas, as centers of drug trafficking that exist beyond the control of the state and threaten the rest of the city. For other Brazilians, favelas are symbols of economic inequality and racial exclusion. Ben Penglase’s ethnography goes beyond these perspectives to look at how the people of Caxambu themselves experience violence. Although the favela is often seen as a war zone, the residents are linked to each other through bonds of kinship and friendship. In addition, residents often take pride in homes and public spaces that they have built and used over generations. Penglase notes that despite poverty, their lives are not completely defined by illegal violence or deprivation. He argues that urban violence and a larger context of inequality create a social world that is deeply contradictory and ambivalent. The unpredictability and instability of daily experiences result in disagreements and tensions, but the residents also experience their neighborhood as a place of social intimacy. As a result, the social world of the neighborhood is both a place of danger and safety.
