Book excerpt: Established in the wake of the Indo-Pakistani War of 1947-8 by the Australian army officer Major-General Walter Cawthorne, then Deputy Chief of Staff in the Pakistan Army, Pakistan's Inter-Services Intelligence (ISI) for years remained an under-developed and obscure agency. In 1979, the organisation's growing importance was felt during the Soviet war in Afghanistan, as it worked hand in glove with the CIA to support the mujahideen resistance, but its activities received little coverage in news media. Since that time, the ISI has projected its influence across the region -- in 1988 its involvement in Indian Kashmir came under increasing scrutiny, and by 1995 its mentoring of what became the Afghan Taliban was well attested. But it was the organisation's alleged links with Al Qaeda and the discovery of Osama bin Laden in Abbottabad, at the heart of Pakistan's military zone, that really threw it under the spotlight. These controversies and many more have dogged the ISI, including its role in Pakistan's testing of a nuclear weapon in 1998 and its links with A.Q. Khan. Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.

In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly "postcolonial condition of policing." Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

Using primary source materials, including declassified intelligence and diplomatic reporting, press reports and memoirs, this book explores how ISI was transformed from a small, negligible counter intelligence outfit of the late-1940s into the national security behemoth of today with extensive responsibilities in domestic security, political interference and covert action. This study concludes that reforming or even eliminating ISI will be fundamental if Pakistan is to successfully transition from an army-run, national security state to a stable, democratic society that enjoys peaceful relations with its neighbours.
