Bush had planned to swear his oath of office with his hand on the Masonic Bible used by both his father and George Washington, however, due to the inclement weather, a family Bible was substituted. Almost immediately on taking office, President Bush made passage of "faith-based initiatives"—the government funding of religious charitable groups—a legislative priority. However, "inclement" weather storm-tossed his hopes for faith-based initiatives as well. What happened? Why did these initiatives, which began with such vigor and support from a popular president, fail? And what does this say about the future role of religious faith in American public life? Amy Black, Douglas Koopman, and David Ryden—all prominent political scientists—utilize a framework that takes the issue through all three branches of government and analyzes it through three very specific lenses: a public policy lens, a political party lens, and a lens of religion in the public square. Drawing on dozens of interviews with key figures in Washington, the authors tell a compelling story, revealing the evolution of the Bush faith-based strategy from his campaign for the presidency through congressional votes to the present. They show how political rhetoric, infighting, and poor communication shipwrecked Bush's efforts to fundamentally alter the way government might conduct social services. The authors demonstrate the lessons learned, and propose a more fruitful, effective way to go about such initiatives in the future.

It shows that the Initiative represented a concerted effort by the federal government to engage not just religiously-based charities, but rather all small, grassroots social service providers. In doing so, the Bush Administration logically extended the nonprofit policies set forth by previous administrations and established specific parameters whereby faith-based organizations might apply on equal footing with their secular counterparts. The intent of the Initiative was not only to encourage these small faith-based and community organizations to begin partnering with the government, but to also build the capacity of these charities so that they could more efficaciously provide services to America's most needy. In 2005, Hurricane Katrina demonstrated the importance of this outreach. The violent nature of the storm, the desperate need for housing, the hopeless absence of employment, and the inadequate access to basic services created a large population with needs no different than individuals who inhabit every American city and town. The disaster response to Hurricane Katrina underscored the value of the U.S. Government engaging small, grassroots charities - both faith-based and secular - in addressing human needs when other resources are extremely limited and stretched. It clearly showed that the FBCI is indeed necessary and vital to our nation.

The driving force behind the policy was to create a “level playing field” where faith-based organizations could compete on an equal footing with secular organizations for government funding of social aid programs. Given, on the one hand, the continuation of faith-based policy under Barack Obama and, on the other, the continued support by the vast majority of the American people for some form of such policy, the need has emerged to clearly understand what this policy is and the issues that it raises. Why? First, because the policy reveals new paradigms that explode traditional political and religious designations such as conservative–liberal or evangelical–progressive. Secondly, it is a policy which is setting precedents that with time will only become more entrenched in the institutional fabric of American government and the values of the culture. He reached the heights of political power, ultimately serving in the White House under George W. Bush, after being policy adviser to John Ashcroft and speechwriter for Ralph Reed, Pat Robertson, and Bob Dole. It was a dream come true: the chance to fuse his politics and his faith, and an opportunity for Christians not just to gain a seat at the proverbial table but to plan the entire meal. Kuo spent nearly three years as second in command at the president's Office of Faith-Based and Community Initiatives. Yet his experience was deeply troubling. It took both the Bush White House and a severe health crisis to show him how his Christian values, and those of millions of Americans, were being corrupted by politics. Instead of following the teachings of Jesus to serve the needy, Kuo found himself helping to manipulate religious faith for political gain. Public funds were used in battleground states, for Republican campaign events. The legislative process was used as a football, not to pass laws but to deepen purely symbolic fault lines. Grants were incestuously recycled to political cronies. Both before and after 9/11, despite lofty rhetoric from the president claiming that his faith-based program was one of his most important initiatives, there was no serious attempt to fund valuable charities. Worst of all was the prevailing attitude in the White House and throughout Washington toward Christian leaders. Key Bush aides and Republican operatives spoke of them with contempt and treated them as useful idiots. It became clear, during regular conference calls arranged from the White House with a key group of Christian leaders, that many of these religious leaders had themselves been utterly seduced by politics. It is time, Kuo argues, for Christians to take a temporary step back from politics, to turn away from its seductions. Tempting Faith is equal parts headline-making exposé, political and spiritual memoir, and heartfelt plea for a Christian reexamination of political involvement.
