One of the most significant trends in American higher education over the last decade has been the shift in faculty employment from tenured to contingent. Now upwards of 75% of faculty jobs are non-tenure track; two decades ago that figure was 25%. One of the results of this shift—along with the related degradation of pay, benefits, and working conditions—has been a new push to unionize adjunct professors, spawning a national labor movement. Privatization and commercialization of air navigation has become commonplace. Far-reaching reforms, under a variety of organizational structures and aviation settings, have occurred across the world, most notably in Canada, Britain, Australia, New Zealand, and South Africa. In contrast, innovations have lagged behind in other countries - including the United States. In addition, much recent attention has been given to aviation infrastructure and safety in Africa, in some parts of Asia and Latin America, and in rapidly growing air markets including India and China. In response, the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA), and multilateral banks and institutions have launched a major effort to improve the performance and safety of civil aviation in developing economies. Managing the Skies has been written to provide a guide to what has been tried in air traffic management, what has worked, and what lessons might be learned. The book starts with an introduction to air navigation, its development and current state, as well as trends in aviation activity. It examines in detail the experiences of ATC in both mature and emerging markets across the world, considering many alternative models, efforts to restructure and comparisons of performance. The book contains several in-depth case studies to provide a truly global perspective of ATC practices. Particular attention is given to the FAA and its efforts and challenges in reforming ATC in the US, both historically and in the current climate. It addresses the issues of finance, organization, investment, and safety restructuring and reform options that are at the core of current debates involving air traffic control in the United States. The state veritably ordains the prisoner a “Field Minister” that represents the offices of the Governor, TDCJ Director, and wardens throughout the prison. Therein, TDCJ lies about neutrality in a program all about Christian missions and lies again in falsely certifying elementary Bible students as counselors. Why is the director sponsoring psychopaths counseling psychopaths? In fact, TDCJ pays $314 million a year to UTMB for psychiatric care and receives not a single report of the care given, and worse, for UTMB generates no reports itself. The underbelly TDCJ’s executive culture of cover up is exposed. TDCJ has hired the lowest qualified of the applicant pool many times in the last 25 years and regularly destroys statistics on violence. TDCJ Dir. Collier led the prison to model Louisiana Warden Burl Cain, the most scandal-ridden in penal history according to a host of published news stories for 20 years. Therein, Collier led TDCJ to favor the smallest segment of religious society within Evangelical Dominionism. Texas has no business endorsing the truth of any religion over another. We close with a proposal that utilizes the 400,000,000 hours of officer contact over ten years as a definitive influence in contrast to a commissioner that spends less than 10 minutes on each decision. Maness has been lobbying Austin for 15 years to definitively access staff for his “100,000 Mothers’ 1% Certainty Parole Texas Constitutional Amendment,” which would revolutionize prison culture and save Texans millions of the dollars.
