Book excerpt: Author's abstract: Georgias dropout rate in the school year 2004-2005 was 5.0% while the nations rate was 9.4%. Dropout statistics show that some schools have lower dropout rates than others, especially those with similar demographics. This study examined six schools with similar demographics with high, average, and low dropout rates. This study sought to find out what are the factors that can reduce the dropout rate in high poverty schools in the state of Georgia. This study sought to find out additional questions that included: Why is it that some schools have low dropout rates while others have high dropout rates?What practices, strategies, or services are being implemented in those schools that have the low dropout rates? What factors exist between the compared schools that relate to culture and school environment? and Is the leadership behavior of the administration making the different in who drops out? This was a qualitative study that included in depth interviewing and triangulation of the researchers field notes, observations, and data retrieved from the schools policies and manuals. Interviews from five participants at each school that included two seniors at risk, two veteran teachers, and an administrator or counselor were recorded, transcribed and searched for common themes. Findings showed that schools that had a Zero 0 tolerance for unacceptable behavior had higher absenteeism of students with 15 days or more were the schools that had high dropout rates. Schools that had a faculty and staff that provided nurturing and care to include rewards, dining out in expensive restaurants, and providing students with whatever they needed had low dropout rates. The researcher implicated that schools with a Zero 0 Tolerance policy might want to examine other ways of handling inappropriate behavior and high dropout rate schools might want to consider staff development on building relationships; also schools might want to consider research implementing a ninth grade academy to help make the transition from middle to high school easier.

Book excerpt: The rapid and steady growth of poverty in Georgia's public schools is a clarion call to re-examine the extent to which educators are reaching and teaching all students, regardless of their economic standing. The traditional view of poverty as a marginal condition affecting a minority of students no longer holds as 56% of Georgia's 1.6-million public school students are now eligible for free or reduced lunch, an increase of 13 percentage points in ten years. This paper examines the rapid growth in childhood poverty in the state of Georgia and discusses implications of this trend for school success and completion. In the absence of school-based interventions, the rise in poverty and decrease in high school graduation rates portend growth of a permanent underclass that will struggle to support themselves, their families, and their communities. Because school completion has the potential to interrupt the cycle of intergenerational poverty, Georgia public schools will need to make concerted efforts to provide innovative experiences that will result in fewer dropouts and more completers. The paper concludes by discussing how schools must be configured and staffed to enable all children, regardless of the circumstances of their birth, to have the highest possibility of reaching their potential. Students of color hope for college but often face a dead end. For many young people, racial inequality puts them at a disadvantage from early childhood. The Walls around Opportunity argues that colorblind policies have made college inaccessible to a large share of students of color, and reveals how policies that acknowledge racial inequalities and set racial equality goals can succeed where colorblindness has failed. Book excerpt: This study documents the public costs of high school dropouts in Georgia, and examines how policies that increase school choice, such as the recently-enacted tuition tax credit scholarship program will provide large public benefits by increasing public school graduation rates. The study calculates the annual cost of Georgia dropouts caused by reduced tax revenue, as well as increased Medicaid, public assistance and incarceration costs, and documents the employment impacts that dropouts have on the Georgia economy. It then examines how competition from private schools already raises public school graduation rates, and calculates the dollar value of the public benefits that result from Georgia's increased public school graduation rates generated by a modest school choice program. Key findings include: (1) Georgia residents who were born in the state are twice as likely to be high school dropouts and one-half less likely to have a college degree as residents who have moved to Georgia from another state; (2) Each Georgia dropout costs the state about $2,455 each year after they leave school, and for the remainder of their lives; and (3) A school choice policy improves public school graduation rates and produces millions in public savings.
