Book excerpt: Since 1989, the Army Research Institute (ARI) has engaged and sponsored research aimed at developing methods and techniques that can be used to design or re-design Military Occupational Specialties (MOSs). Recently, no systematic review had been undertaken nor were there any current data that could be used to determine the extent to which there is an Army-wide need for continued research and technical assistance. During Spring 1997, ARI sponsored a series of field visits to enlisted personnel proponent offices at which data were gathered about current MOS design/re-design practices. Proponent Offices were visited at Aberdeen Proving Ground, Fort Bliss, Fort Gordon, For knox, Fort Lee, Fort Sam Houston, and Fort Sill. This report is based on the data collected and describes the need for research, the target audience, and the potential payoffs. The appendices provide a summary description of current Army MOS design/re-design practices as well as a summary of the data collected from each proponent.

Available in PDF, EPUB and Kindle. Book excerpt: Heavy physical demands characterize a large number of U.S. Army military occupational specialties (MOSs). About 45% of the Army's 277 MOSs require at least occasional lifting of 100 pounds or more and frequent lifting of 50 pounds or more. In an effort to reduce these physical requirements, we developed and tested an Army-specific ergonomic task analysis and redesign procedure. Five MOSs were selected for this feasibility project: Food Service Specialist, Medical Specialist, Motor Transport Operator, Tracked Vehicle Mechanic, and Chemical Operations Specialist. Literature review, numerous pilot investigations, and professional experience produced a multiphase process involving (a) review of military publications describing specific occupational tasks, (b) a questionnaire and structured interview with five junior and five senior soldiers working in the MOS, and (c) filming of tasks identified in the first two phases. Contact with military schools responsible for the MOS, project managers (individuals responsible for specific pieces of equipment or projects), or military construction (agencies responsible for new buildings) was found useful in all phases of the process. Potential redesign solutions could also be identified at all phases with soldiers themselves an especially good source of ideas. The feasibility of the potential redesigns was discussed with the schools, project managers, or military construction personnel, and specific solutions were targeted for testing in a usability analysis. In one usability analysis, we identified and improved stretcher carrying methods by moving the stretcher load from the small muscle mass of the hands and forearms to the larger muscle mass of the shoulders and hips.

Book excerpt: This documented briefing describes research conducted to develop a standard methodology for updating the U.S. Army's Annual Military Occupational Specialty (MOS) Availability Factors (AMAFs). An AMAF specifies the amount of direct and indirect productive time (over the course of a year) that a soldier has available to perform MOS duties. Traditionally, the Army has calculated AMAFs by measuring soldiers' non-available hours per day, treating the remainder of the 24 hours as available time, and annualizing that available time figure. Largely through field data collection, the Army identified specific "non-availability factors"--That is, the non-MOS-related activities that constitute non-available time -- and measured how much time soldiers allocate to each of those activities. Because the process is costly and time-consuming, however, regular AMAF updates have not been feasible. Through a combination of literature reviews and interviews, the authors examined other military services' and commercial firms' approaches to manpower availability, as well as advantages and disadvantages of various data-collection approaches. This process helped them generate an alternative methodology that may allow more regular AMAF updates -- and ultimately yield more accurate calculations of manpower requirements. This document synthesizes the relevant information they gathered and presents the approach generated on the basis of that information. The proposed "three-gate" approach entails beginning with quick, low-cost, low-rigor data collection and moving sequentially to a moderate-speed/cost/rigor method -- and then perhaps to a slower, high-cost, high-rigor method -- if certain "triggers" indicate it is necessary to do so. This research was sponsored by the United States Army Force Management Support Agency (USAFMSA) and was conducted in RAND Arroyo Center's Military Logistics Program.

Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.

Book excerpt: For most military occupational specialties (MOS), the Army lacks objective measures to assess the ability of Soldiers to perform the technical components of their jobs. The objective of this effort was to develop a methodology to produce realistic and cost-effective measures. The authors identified 11 viable types of assessment methods, including computer-based tests and simulations designed to create an engaging, virtual representation of an MOS. Participants in a clustering workshop used this list, descriptions of MOS, and other materials to identify seven groups of MOS. Common to all MOS in a group was their suitability for assessment using a specific type of assessment. The authors developed a two-phased strategy for collecting job analysis information for each group. They provided strategies to reduce the costs of developing and implementing assessment methods, and developed tools to quantify the level of realism in measures. This effort demonstrates that MOS can be grouped into a few clusters for which the same type of assessment method can be used. Following their methodology, it should be possible to create a standard, streamlined approach to job analysis, test design, and test development for each group. Appendixes contain the following: MOS Characteristics, Sample MOS Description, Potential Job Analysis Strategies for use with MOS Clusters, MOS Clusters, Materials for Performing a Preliminary Job Analysis, Assessment Design Guide Template, and Assessment of Realism in Performance Measures.
