It includes the commercial sexual exploitation and sex trafficking of minors, specifically recruiting, enticing, harboring, transporting, exploiting a minor through prostitution or through sex survival such as exchanging sex/sexual acts for money or something of value (Varma, Gillespie, McCracken, Greenabaum, 2015). The global sex trade is the fastest growing form of business, estimated at $32 billion annually. Commercially sexually exploited children most often include children who have experienced neglect, abuse (physical, sexual, emotional), who were in foster care, and runaways (Archer, 2012; Raphael and Ashley, 2008; Reid, 2011; Logan, Walker and Hunt, 2009). This double literature review explores current knowledge on the risk factors, impacts and intervention and preventions strategies. It concludes with a discussion of implications for social work practice and policy, including the need for more funding for prevention and intervention services, victim identification, and law enforcement.

As described by Jessor (1982; 1991), a child's social environment and subsequent behaviors are highly interrelated. The findings on risk factors and behaviors among the foster care population show just how vulnerable they are to negative outcomes, such as becoming commercially sexually exploited minors (CSEM). The purpose of this research was to study youth in the foster care population and examine risk factors and behaviors that make some foster care children more vulnerable to becoming commercially sexually exploited through prostitution. A chart review was conducted on archival data of 603 age-matched female youth who entered into a community mental health clinic for assessment from 2005 to 2008. Analysis shows CSEM were more than three times more likely to have run away or been truant from school than non-CSEM. Five times more CSEM reported drug problem behavior as compared to non-CSEM, with drug use reported by 72 % of CSEM and 29% of non-CS EM. Statistically significant differences were not found in reported risk factors of physical or sexual abuse between CSEM and non-CSEM. Correlations among risk factors and behaviors were examined, with significant positive correlations found among all risk behaviors examined including running away, truancy, drug use, and drug problems. Demographic statistics among CSEM and non-CSEM were also reported. Limitations and suggestions for future research are discussed along with the findings. The findings of this dissertation can help to illuminate some of the risk factors and behaviors placing foster care youth at greater risk for exploitation.

According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. In addition, such efforts need to confront demand and the individuals who commit and benefit from these crimes. The report recommends increased awareness and understanding, strengthening of the law's response, strengthening of research to advance understanding and to support the development of prevention and intervention strategies, support for multi-sector and interagency collaboration, and creation of a digital information-sharing platform. A nation that is unaware of these problems or disengaged from solutions unwittingly contributes to the ongoing abuse of minors. If acted upon in a coordinated and comprehensive manner, the recommendations of Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States can help advance and strengthen the nation's emerging efforts to prevent, identify, and respond to commercial sexual exploitation and sex trafficking of minors in the United States.

However, media outlets and sociological researchers have successfully situated the problem as a primarily Asian, South American, or Eastern European concern. In the process, the exploitation of children in the United States has largely been ignored. The continued trafficking of international youth into this country, coupled with the growing rate at which American born children are targeted by interstate sex traffickers, speaks to the urgency with which the domestic exploitation of children must be addressed (Walker-Rodriguez & Hill, 2011). In fact, research suggests that an average of 250,000 American children and adolescents are at risk of commercial exploitation each year (Estes & Weiner, 2001). Further, there are indications that current data vastly underestimate the actual numbers of vulnerable and victimized youth (Chase & Statham, 2005). According to the U.S. Department of Justice (2007), no systematic efforts have been made to examine the commercial exploitation of children in this country. The low visibilities of the crime, combined with the inherent vulnerability of the victims, have facilitated the continued victimization of these children. The purpose of this book is to provide a critical analysis of the domestic, commercial exploitation of children. A careful explanation of the differing forms of commercial exploitation of children, victim and offender characteristics, and the mechanisms which maintain the problem will assist health care providers, researchers, and law enforcement in their efforts with this marginalized and understudied population. The authors begin with a comprehensive review of extant literature in this area. Additionally, case studies of child sexual exploitation are included to further illustrate the severity, complexity, and depravity of commercial exploitation in real life cases.​​​​​

Research has shown that there are certain factors that increase an individual’s chances of being sexually exploited, including cultural factors, negative caregiver-child relations, a history of adverse childhood experiences (ACEs), gender, and socioeconomic status. Additionally, research suggests that resilience may be a protective factor for sexual exploitation and its negative effects. The goal of this study is to examine the interplay between ACEs, attachment style, and resilience as they relate to risk for childhood sexual exploitation. The current study focused on adults aged 18 to 54 residing in the United States of America. It was hypothesized that the number of ACEs, level of resilience, and attachment style will each predict risk for the commercial sexual exploitation of children (CSEC) separately. Additionally, it was hypothesized that the number of ACEs, level of resilience, and level of attachment combined will predict risk for CSEC better than any predictor alone. Results revealed that maternal attachment style was not correlated with risk for CSEC. However, resilience and ACEs were each found to be predictors for CSEC. Lastly, all three risk factors together were found to predict risk for CSEC better than any risk factor alone. This study implies that early intervention aimed at reducing ACEs and increasing resilience will be beneficial for reducing risk for CSEC"--Page 6.
