However, agriculture in Ethiopia is mainly characterized by the use of backward & traditional farm implements and subsistence farming system dominates by rain fed agricultural production that resulted to low and declining productivity of the sector. The use of supplementary irrigation from either traditional or modern water harvesting structures is considered by the government.

Book excerpt: Small-scale irrigation (SSI) provides great benefits to farmers in terms of increased yields and profits, better food and nutrition security and greater resilience to climate shocks. Ethiopia has high potential for expanding SSI and has invested considerably in this area in recent years. Despite these investments, several challenges to further expansion of irrigation technologies remain. Different stakeholders in the country play important roles in overcoming these barriers to further scale technologies for SSI. This paper explores institutional arrangements for the diffusion of small-scale irrigation technologies by mapping the landscape of key actors involved, their interconnections, and their influence. This paper draws on an analysis of stakeholder data collected through two participatory workshops in Ethiopia, one at the national level and one at the Oromia regional level, using the Net-Map approach. Results show the dominance of government actors in the diffusion of SSI at both the national and regional levels, while most private sector and NGO actors remain in the periphery. Participants in both workshops highlighted the need for increased financing services to support the adoption of SSI and measures aimed at increasing the supply of high-quality irrigation equipment, such as modern water lifting technologies. One notable difference between the national and regional results was that at the regional level, farmers, and to some extent traders and input suppliers, were considered to be more influential in the diffusion of irrigation technologies, while they were considered marginal actors at the national level.

Book excerpt: This Working Paper presents methodological and substantive findings of gender-differentiated quantitative farm household surveys about smallholder’s private irrigation technology adoption in Ghana and Zambia. Focusing on three gender variables, household headship, labor provision and plot management, the paper examines adoption rates, types of technologies and gendered labor provision in female- and male-headed households; compares adoption rates on women’s own plots with overall rates; compares women’s decision-making on irrigated plots and rainfed plots; and examines impacts of targeting strategies. Findings suggest that women are proactive irrigation adopters in spite of the many obstacles they face. Removing those obstacles serves both gender equality and irrigation policies.

Book excerpt: Irrigation is an important strategy to increase agricultural productivity, improve nutrition security and reduce climate-related risks in rural Africa, but adoption of this technology has been low. Using data from the Living Standards Measurement Study, this paper analyzes the characteristics of irrigation in Mali and its impact on nutrition across sex of irrigators. Results show that gravity irrigation is the most common technology and is practiced by 47 percent of irrigators. The share of women irrigators (3 percent of all plots) is significantly lower than that of men. Econometric results show that the proximity of crop fields to the homestead increases the propensity to use motor pumps while more remote plots are more likely to rely on gravity irrigation. Literacy and income from nonfarm activities increase the propensity to use motorized irrigation technologies. Access to motor pumps, in turn, increases consumption of fruits and vegetables, oils, spices, and cereals for female-headed households. Overall, irrigation increases consumption of nutrient-rich food groups, which significantly improves household nutrition in addition to increasing income. Participation in farmer groups increases the propensity to adopt irrigation. Farmer groups might also be an entry point for capacity building on irrigation; and groups to which women farmers belong should receive information on irrigation. Farmer groups also tend to support market participation, which is important to help address the challenge of economies of scale of small-scale irrigators.

Book excerpt: Irrigated agriculture can support food and nutrition security, increase rural employment and incomes and can act as a buffer against growing climate variability and change. However, irrigation development has been slow in Africa south of the Sahara and Ghana is no exception. Out of a total potential irrigated area of close to 2 million ha, less than 20,000 ha large-scale irrigation and less than 200,000 ha of small-scale irrigation have been developed; but the latter is only an estimate. To identify entry points for accelerating small-scale irrigation development in Ghana, a national and a regional stakeholder Net-Map workshop were held in Accra and Tamale, respectively. The workshops suggest that a wide variety of actors from government, the private sector, international organizations and funders, research organizations and NGOs are involved in the diffusion of small-scale irrigation technologies. However, there are important differences between actors perceived to be key at the national and at the regional levels in northern Ghana. At the national level, diffusion of small-scale irrigation technologies is considered to be largely influenced by the Ghana Irrigation Development Authority together with a series of private sector actors focused on importation, distribution and financing of technologies. Farmers are considered to have no influence over the diffusion of small-scale irrigation, suggesting that small-scale irrigation is largely considered a supply-driven process. In northern Ghana, on the other hand, farmers are considered to be key influencers, although participants noted that much of this was potential influence, together with a larger and more diversified set of government stakeholders that are seen as regulators and possibly gatekeepers. For irrigation diffusion to successfully move from importation to distribution to benefiting smallholder farmers, all of these actors have to come together to better understand farmers’ needs and challenges. A multi-stakeholder platform could help to increase communication between farmers as the ultimate beneficiaries of small-scale irrigation technologies and the many other actors interested in supporting this process.

This is because out-grower schemes provide access to agricultural inputs and market to the rural farmers. These services seem to be scarce, especially in a liberalized economy like Zambia. However, there are debates as whether out-grower schemes have been beneficial to farmers or not. Therefore, this study aims at investigating the impact of tobacco out-grower schemes on the economic well-being of farmers at Mugubudu tobacco out-grower scheme of Chipata District. To do this, the study employed non-experimental cross sectional research design. 150 questionnaires were distributed to solicit data from 150 randomly selected small scale tobacco farmers using a tobacco farmers' register as sample frame. The salient findings of the study were that tobacco out-grower schemes had improved the well-being of small scale tobacco farmers. Indicators for this improvement were that small scale tobacco farmers had acquired assets and their consumption expenditure had increased. However, the study established that lack of information as regard to contract contents, insufficiency of extension services, pricing system, environmental hazards and debt from inputs loans as factors that can choke the strides made by out-grower schemes. The study recommended that information is be provided in local languages as this will reduce the current difficulties as many of agro-literature is published in English. It is necessary that there is improved collaboration, dialogue and negotiation among all stakeholders namely the Ministry of Agriculture through the regulatory body Tobacco Board of Zambia (TBZ), out-grower firms and farmers association on issues such as pricing, dissemination of information and loan management. Both descriptive statistics and econometrics model were used to analysis the data collected from household head. Cobb-Douglas production function model has been used to analysis the effect of farm education on farm productivity by including the education level as input of production.

A sample of 200 students were randomly selected from five schools equally randomly selected. The instrument used was a self-constructed questionnaire which was validated by two experts from the Department of Science Education. Simple percentage and frequency counts were used to analyze the data collected after the administration of the instrument to the sample.

The researcher used SPSS 20.0 version to analyze the data that was obtained from secondary sources. The study was based on a five years secondary data obtained from AEMFI Financial performance analysis report and MOFEC economic forum report for10 selected OCCSCO in Eastern Hararghe branch. Beside this the study used primary data analysis to solicit managers, accountants and customer service officers perception towards factors affecting financial performance of Oromia credit and saving share company in Eastern Hararghe Branch. Regarding the explanatory variables, operational efficiency, GDP and size which affect OCCSCO financial performance significantly. The outcome of the study shows that Age of microfinance institutions has a positive but statistically insignificant effect on their financial performance. The other explanatory variables which is Portfolio at risk>30, Gearing ratio, capital to asset ratio and Market concentration affect negatively and not significant. The Oromia regional state MFIs policy makers and managers should give high concern to the credit risk management, expense management and large MFIs size management and also the government and policy makers should work combining both poverty reduction and financial self- sufficiency of OCCSCO.

The data used for the study were obtained from 145 randomly selected sample households in the study area. Binary logit model was employed to analyze the determinants of farmers’ decisions to adopt modern technologies. Moreover, the average effect of adoption on household incomes and expenditure were estimated by using propensity score matching method. The result of the logistic regression showed that household heads’ education level, farm size, credit accessibility, perception of farmers about cost of the inputs and off-farm income positively and significantly affected the farm households’ adoption decision; while family size affected their decision negatively and significantly. The result of the propensity score matching estimation showed that the average income and consumption expenditure of adopters are greater than that of non-adopters. Based on these findings it is recommended that the zonal and the woreda leaders extension agents farm and education experts, policy makers and other development oriented organizations have to plan in such a way that the farm households in the study area will obtain sufficient education, credit accessibilities and also have to train farmers to make them understand the benefits obtained from adopting the new technologies. These bodies have also to arrange policy issues that improve farm labour participation of household members and also to arrange the ways in which farmers obtain means of income outside farming activities.
