Book excerpt: The Government and Donors saw the potential and in exploiting this potential came up with small scale irrigation projects along river Galana with sole aim of attaining food security and improvement of the social-economic well being of the residents. These failed after the donors closed the projects and interventions continue to fail. Galana river is the second longest river in Kenya but to date there is no irrigation scheme which is operational. The study scope was Chakama location which falls under the ASAL region thus rain fed agriculture is a challenge thus irrigation is the the only alternative. Two schemes in this area; Chakama and Shakahola irrigation schemes were of interest as they are the oldest and have the highest number of Donor Agencies intervention. Three basic motivational theories; Theories X and Y, Mallows hierarchy of needs and contingency theory formed the basis of the literature review leading to a a conceptional framework relating poverty, flooding of river, scheme management practices and design to sustainability. Book excerpt: This policy guide is drawn from the results of the FAO Project “Strengthening Agricultural Water Efficiency and Productivity at the African and Global Level” funded by the Swiss Agency for Development and cooperation (SDC). The long term vision of the project was that the in-country findings and processes which are of common nature can be synthesized and scaled up to other countries in a regional cooperation process and globally. This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

Book excerpt: Small-scale irrigation is expanding rapidly in parts of the world, especially sub-Saharan Africa, offering smallholder farmers an opportunity to improve their livelihoods, diets, and resilience to climate change among other benefits. Growing research focuses on the potential for small-scale irrigation to offer a pathway for women’s empowerment, yet the factors conditioning the relationship between small-scale irrigation and women’s empowerment are not well understood. The evidence tends to be scattered across context-specific case studies that focus on targeted outcomes, without distinguishing between technology types, scales, or approaches to irrigation systems or technologies. This paper synthesizes the issues related to gender and small-scale irrigation using a conceptual framework that highlights the linkages between elements of women’s empowerment and small-scale irrigation. Because gendered dynamics with small-scale irrigation play out differently depending on the scale of irrigation and the technologies used, this paper applies the framework to examine case studies across a typology of small-scale irrigation systems. The case studies cover a range of farming and livelihood systems in which women’s roles and gender relations vary, highlighting the importance of the opportunity structure or context in which irrigation takes place. This paper then draws lessons on the various ways in which small-scale irrigation, gender relations, and women’s empowerment interact and highlights areas where research gaps remain.

Book excerpt: Small-scale irrigation has significant potential to increase crop productivity in Mali, in particular given growing climate change impacts on the country and region. While large-scale development is substantial, small, private irrigation remains limited, affecting food and particularly nutrition security as small-scale technologies are more likely to be used for high-value vegetable crops. To better understand the challenges and opportunities in the diffusion of small-scale irrigation technologies, two workshops were organized in 2021 at the national and regional levels, respectively, to consider national and local factors supporting the diffusion of small-scale irrigation technologies. Key constraints identified were a lack of linkages between intermediary organizations in the small-scale irrigation diffusion process, such as commodity associations, financial institutions and technology vendors with government agencies in charge of irrigation, limiting the sharing of consistent and effective information across entities; the lack of a clear policy framework and long-term guidance for private individual irrigation; an associated lack of targeted technology development including limited adaptation to different local contexts, missing financial products linked to irrigation technology, and inadequate capacity building of farmers through extension services and demonstration sites. Workshop participants suggested a dedicated platform for more effective information exchange across the key actors identified in the events, improved capacity building on private irrigation, and a supportive policy and financial environment to ensure growth and sustainability of small-scale irrigation development in the country.

Book excerpt: Sub-Saharan Africa has an irrigation potential of about 42 million hectares of which only 17% is developed. Despite several investments in irrigation the growth is slow. This study aims at helping to achieve sustainable irrigation in sub-Saharan Africa, through gaining a better understanding of productive irrigation water use and effective management of irrigation development. The study is conducted in the White Volta sub-basin specifically in Northern Ghana and Southern Burkina Faso which have been experiencing rapid irrigation development since the mid 1990s. The study identified growing markets for irrigated products as an important driving force behind the expansion of irrigation which has given rise to new technologies. The new technologies have spread because they gave farmers direct control over water sources. These new technologies allow relatively small farm sizes which can be adequately managed by the surveyed farmers. As a result high productivities are achieved. The hydrological impact of upscaling irrigation in the sub-basin is sustainable and will maximize the overall benefits derived from water resources in the Volta Basin.

It represents collaboration across a range of professions within the Department and from key UK professionals in the sector. It details inter-disciplinary approaches to planning and implementation of partnership-based programmes. The Manual comprises three chapters and appendices. These take the reader from an overview of the sector, through specific development perspectives, to detailed recommendations for each stage of the project cycle. Chapter 1 is an introduction to water supply and sanitation projects and sets the scene. It describes the WS&S sector with particular focus on the development of services for the poor in both urban and rural areas. Emphasis is placed on the importance of co-operation and partnership and the chapter also introduces the DFID programme and project process. Chapter 2 Principles and practice starts with an inter-disciplinary analysis of key issues and then sets out recommended approaches under seven perspectives: social development; health; environmental sustainability; economic and financial perspectives; institutional perspectives; technical aspects; and hygiene promotion and sanitation promotion. These are explored in some detail so that professional staff in DFID and its partners will gain a better understanding of all the aspects and not just their own speciality.
