Available in PDF, EPUB and Kindle. Book excerpt: Global labor migration has been the escape route of Filipinos from poverty. Seafaring profession however is the most risky and uncertain one. It exposes workers to accidents and unhealthy lifestyle in the midst of indefinite contracts. Moreover, as required by law, seafarers should remit 80% of his monthly basic salary to his allottee, which, in case of a married seafarer, should send to his wife. A seafarer’s wife should be able to manage their finances to have a decent living. But being financially stable would mean having the same quality of lifestyle whether the seafarer husband is onboard or not. This is the particular motivation on which this study emanated as it focused on identifying the relation of demographic variables, financial literacy, and financial behavior of a seafarer’s housewife. Adopted survey questionnaires were administered to 413 wives of seafarers, ascertained through purposive sampling technique. Pearson’s correlation and multiple regressions were used to note the relations for each and the impact of financial behavior of seafarers’ wives to the household financial stability. Findings showed that the seafarers’ household is not financially stable. The financial stability subjective financial stability is highly correlated with borrowing, saving and investing behavior. Meanwhile, the objective financial stability of the seafarers’s household is highly correlated with its monthly savings and income from investment. The lacking in financial literacy unable the household to identify the need to utilize the allotment in a more income generating activities. The core of this study points to helping the manning company and government recognize the need to create a program that would address the financial management of each of the seafarer household.

Book excerpt: Interrelations between Public Policies, Migration and Development is the result of a project carried out by the European Union and the OECD Development Centre in ten partner countries: Armenia, Burkina Faso, Cambodia, Costa Rica, Côte d'Ivoire, the Dominican Republic, Georgia, Haiti, Morocco and the Philippines. The project aimed to provide policy makers with evidence on the way migration influences specific sectors - labour market, agriculture, education, investment and financial services, and social protection and health - and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.
