Book excerpt: This study investigates the fatalities on the National Crash Severity Study (NCSS) of towaway, passenger car accidents. The analysis is in three stages. First, NCSS fatalities are compared to the fatally-injured occupants reported on the Fatal Accident Reporting System (FARS), as a tool for evaluating the representativeness of the NCSS data. Second, estimates of the probability of fatality for NCSS are computed for various conditions, such as the incidence of fire and the sex of the occupant. Third, in cases where two factors are highly correlated, such as is the case for rollover and ejection, modeling techniques are used to help quantify the effects of each variable. The results of this study suggest the following preliminary conclusions: (1) FARS and NCSS have similar distributions of many variables. These include urbanization, size of vehicles, type damage to vehicle, occupant seating location, sex, and restraint use. Differences resulting from the investigative methods and geographical areas of the two studies are identified and assessed. (2) On the NCSS file, many variables are associated with a much higher rate of fatality. These include (a) at the accident level: the number of vehicles involved, urbanization, and the incidence of fire or explosion; (b) at the vehicle level: the change of velocity at impact, the direction of the impacting force, and vehicle damage area; and (c) at the occupant level: seating position, age, sex, ejection, entrapment, and restraint use. (3) Rollover and ejection, which often occur together, are each independently associated with a higher rate of fatality. Of the two factors, ejection appears more related to a higher probability of fatality than does rollover alone. NCSS is the best currently-available source of accident data for analyzing injury-related factors. This report attempts to describe the accidents occurring in the NCSS sampling areas, and suggest ideas for further research.

Descriptive statistics, graphs, and figures are used to illustrate and quantify the crash trends, which depict a comprehensive picture of status and trends of the fatal crashes in southeastern states. The severity of crashes is studied as a function of characteristics of the person involved in the crash, vehicle, traffic condition, physical road geometry, and environmental factors. Detailed geometric feature data were collected for this study, which makes it possible to investigate the relationship between geometric features and crash severity. This study identifies causal factors contributing to the high fatality rate in southeastern states, and sheds light on the differences and similarities among these states for reducing the severity of fatal crashes, by developing multinomial logit models to explain the severity and type of fatal crashes.

The Global status report on road safety is the first broad assessment of the road safety situation in 178 countries, using data drawn from a standardized survey. The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. Pedestrians, cyclists and motorcyclists make up almost half of those killed on the roads, highlighting the need for these road users to be given more attention in road safety programmes. The results suggest that in many countries road safety laws need to be made more comprehensive while enforcement should be strengthened. The Global status report on road safety results clearly show that significantly more action is needed to make the world's roads safer. [Ed.]

These were divided into driver-related, vehicle-related, highway/environment, and demographics factors. Based on a descriptive analysis of fatality data, alcohol involvement, speeding, age, rural versus urban highways, divided versus undivided highways, snowy and icy days, location of crashes in relation to the intersection, and railroad crossing were identified as factors that affect fatalities. Correlation and regression analyses were conducted at the local level to identify regional differences in fatality data. Among factors related to the driver, crashes involving alcohol was perhaps the only factor that indicated a significant regional difference and some degree of correlation with higher fatalities. The correlation and regression analyses were also conducted at the State level to investigate the dependence of fatalities on the four factor groups from year to year. The results indicated that the proportion of drivers in the 16-19 year age involved in crashes contributes significantly to the fatality rate. Also, crashes involving drivers with any blood alcohol concentration level in their systems in general contribute significantly to traffic fatalities. The significance of weekday/weekend, night/day, urban/rural driving and snowy/rainy day conditions was also investigated through the correlation and regression analyses. The analyses revealed comparable results for weekday versus weekend driving. On vehicle-related factors, crashes involving passenger cars showed a strong correlation with the fatality rate. Finally, the results of a time series analysis indicated that motor vehicle fatalities are on the decline in Illinois.

A byproduct of this revolution is the road traffic accident. An accident is a result of defects laying either in the host (victim or road user), agent (vehicle) and environment (road conditions and social atmosphere) or a combination of the defects laying in all three factors. In 2002 nearly 1.2 million people worldwide died as a result of road traffic injuries resulting mortality rate 19.0 per 100 000 population. Low-income and middle-income countries had a rate slightly greater than the global average. On current trends, by 2020, road crash injury is likely to be the third leading cause of disability-adjusted life years lost. But road traffic deaths are to a great extent preventable. By obtaining epidemiological data and autopsy findings, it is possible to establish various causative factors, pattern and distribution of injuries, there by planning successful measures to minimize fatalities and disabilities and to initiate appropriate preventive measures.
