Racial and religious clashes, culminating in riots, burning and chaos, have become a daily event throughout the country. There are signs that this multi-racial, multi-religious and multi-cultural country may disintegrate just as Yugoslavia and the Soviet Union. There are two major reasons why Indonesia is facing the crisis. First, Suharto failed to keep the balance of power between the armed forces and Islam, just as Sukarno had failed in his interplay of strength between Communism and the armed forces. When the balance was tilted, chaos and disasters followed. The second reason is that the Indonesian people, at least a section of them, have lost the spirit of tolerance -- symbolised in the Indonesian state crest, Bhenneka Tunggal Ika ('Unity in Diversity') -- which is so vital in a multi-religious and plural society. The mass killing of thousands of ethnic Chinese on 13 May 1998; the appearance of mysterious 'ninja' murders, the burning of churches and mosques, and the religious clashes between Christians and Muslims in Ambon have all indicated that this spirit of tolerance which was once so strongly imbedded in the Indonesian culture is fast evaporating. There seems to be no more rule of law in the country. The cry for 'jihad' among the Muslims in Jakarta, to take revenge on the Christians in Ambon, is making the more moderate religious leaders panicky. There is a tendency among the Indonesians to take the law into their own hands. Some extreme Muslims even hope to establish an Islamic State of Indonesia. Book excerpt: How can a developing, democratic and predominantly Muslim country like Indonesia manage its foreign relations, while facing a myriad of security concerns and dilemmas in the increasingly complex post-Cold War international politics, without compromising its national interests and sacrificing its independence? Approaching this problem from the vantage point of the Indonesian foreign policy elite, this book explores the elite's perceptions about other states and the manner in which these shape the decision-making process and determine policy outcomes. The combined qualitative and quantitative research strategy draws on a unique series of in-depth interviews with 45 members of the Indonesian foreign policy elite that included the country's (present and/or former) presidents, cabinet ministers, high-ranking military officers, and senior diplomats. Among all state actors, Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States during George W. Bush's presidency was seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced.

It is also perceived as a symbol that demonstrates a lack of female agency. However, increasing numbers of women are choosing to wear the cadar (the full face veil). This book provides an ethnographic study of these women: why they choose to wear the cadar, embody strict religious disciplinary practices and the consequences of that choice. The women in this book belong to two Islamic revivalist movements: various Salafi groups and the Tablīghī Jamāʿat. Indonesia has constantly witnessed transformations in the meanings and practices of Islam, and this book demonstrates that women are key actors in this process. Nisa demonstrates that contrary to stereotypes, the women in this study have an agency which is expressed through their chosen docility and obedience.

Book excerpt: This book focuses on Indonesia and investigates why competition between various identity-affiliated groups to claim a new province increases conflict severity. It includes a quantitative study, along with complementary case studies of provinces in Indonesia, which provide evidence that group fragmentation plays a role in determining conflict during a new province's struggle. Against the background of the Indonesian government's territorial autonomy (TA) strategy, regional proliferation, or pemekaran, the author examines the long-term decentralization project in Indonesia, which has an ethnically and religiously divided population. The book provides answers to the questions of how the new province claim increases conflict in the supporting districts and how competition among diverse elites in districts pursuing a new province precipitate conflict within the region. Based on extensive field research, the four case studies of districts with varying degrees of conflict reveal that the campaign for a new province proliferation increases the probability of conflict at the district level and conflict can escalate during the initiation of a new province stage. The author argues that more provinces may be necessary to ensure the fair distribution of wealth that would enable the whole population to enjoy a similar quality of life and that the Indonesian government needs to wisely and strategically uphold its unity if a federal arrangement is not an option. Offering a novel contribution to the study of the relationship between territorial change and conflict in Indonesia, this book will be of interest to academics studying Indonesian politics, Southeast Asian politics, as well as identity and ethnic politics.
