The time has come to speak about Russia, it may be with regret, but certainly without bitterness or passion. It will be for the future historian of the Great Russian Revolution to trace its beginnings. Such an historian will no doubt go back many decades into the past. He will begin its story at least from the date of the liberation of the Serfs in 1861 and will record the causal chain of events from that point. We, as contemporaries of the Revolution, have another task, and are face to face with other and more actual problems. We are too near to the scene; we see the actors too clearly and ascribe to them a far greater r61e than will history. We are active to praise and to condemn. In short, we are at this stage unable to judge the Revolution historically. The main questions of interest, to friends and enemies of the Revolution alike, are these' First, how far was the Revolution the result of the War and how far was the struggle for peace which followed the Revolution inherent in it? In other words, did the peace policy of the revolutionary democracy express the true purpose of Russia at the time; or were the Soviets, with all that they stand for, really alien to the maple and to the Revolution? Secondly, was the disintegration of Russia and the dissolution Of the Russian Army inevitable, or was Russia torn to pieces and made helpless by the verv acts of the leaders of the Revolution? Book excerpt: Excerpt from England and Russia Face to Face in Asia: Travels With the Afghan Boundary Commission It may possibly be expected that I should say something of the frontier as it has been now demarcated from the Hari Rud to the Oxus. I have, however, several reasons for not touching on this theme: firstly, because I wish this book to be a record of my own personal experiences, and not hearsay reports; and secondly, because I understand that an officer now with the Boundary Commission, and who knows as much of the frontier and its worth as any man, intends on his return to give the world the benefit of his opinion about it. This book is intended to be not only a record of the move ments of the Afghan Boundary Commission, but also a description of travels through country that is practically unknown to the civilised world. I allude, of course, to the route taken by Colonel Ridgeway and his party from N ushki to Herat, and to Badkis generally. A solitary journey from Herat to the Black Sea, after leaving the Commission, enabled me to obtain some information on more than one point of interest to England - such as concerning the demarcation of the russo-persian boundary, which I have given as an Appendix. To suppose that the russo-persian frontier, as recently settled, will long remain a fixture, would be mere self-delusion. I cannot find any distinct definition of the frontier drawn from kalat-i-nadiri to Sarakhs, and it is just in that quarter that rumour credits Russia with further aggressive designs. One of the most significant signs of the times is the proposed construction of a chaussee from Ashka bad to Mashhad. That is the highroad of Russian access to Herat, and it is therefore not surprising that Russia should early develop an interest in it. That is the cause Of the perse cution Of the Jews, four fifths of whom dwell in the Southwest Of Russia in an area covering square miles, which is sometimes mentioned as the jewish terri tory. Every succeeding czar has tried to make all his subjects think and act in the manner prescribed by him. The process is known as Russianizing. And goes on incessantly in its different stages. Immediately after the conquest of a country, its people are assured that their religion, institutions, and language, shall be respected: the only difference is that the native Officials are displaced by Russians. This continues until Russian rule is firmly established, and no one dreams of resisting the czar. Then the Russian language displaces the native tongue, and if disturbances occur, the military is called in to inflict a terrible punishment. The loss of the native language carries with it that Of old institutions, and when the people have submitted to their fate, it is the turn of their religion. The Russian is in no hurry; he has a conviction that time has no changes in store for his empire, hence he bides his time, and is likely to succeed in his purpose. This process is now carried on in Central Asia where Russian power has found its greatest expansion in modern times. It is but fair to admit that Russian absorption there has been highly beneficial because robber tribes were reduced to law and order.
