Book excerpt: Au vu des mutations socio-économiques et technologiques de ces dernières décennies, de l'accélération et de l'amplification de la mobilité, de l'explosion des technologies informationnelles et de la communication (TIC), de la hausse des inégalités et des phénomènes de ségrégation socio-spatiale, ainsi que du processus de métropolisation qu'ont connue les grandes villes nord-américaines avec la mondialisation, comme ailleurs dans le monde ; il y a aujourd'hui de nouveaux types de villes, qui présentent de nouveaux problèmes pour les sociétés actuelles. Par conséquent, de nouvelles solutions doivent émerger pour y répondre, et celles-ci se doivent de faire le lien entre de nombreuses facettes qui constituent la ville contemporaine, telles que la nature, la mobilité ou encore la polycentricité. Ainsi, une nouvelle vision de l'aménagement s'impose. Alors que le modèle de la ville automobile et ses conséquences sur l'environnement et la société ne cessent d'être critiqués par de nombreux auteurs, l'important n'est pas de s'attarder sur ce modèle de développement urbain moderniste de l'après-guerre, mais plutôt de penser le devenir des territoires suburbains, en vue de faire de ces derniers des lieux de vie plus durables pour demain. L'essentiel est d'apprendre des erreurs du passé et d'aller de l'avant, en proposant de meilleures alternatives pour l'avenir. Certes, ces changements peuvent aller jusqu'à modifier le mode de vie des populations, mais de toute évidence, compte tenu des circonstances des changements climatiques (CC), l'urgence pèse sur ces territoires. Alors, les acteurs locaux, comme les professionnels de l'aménagement et même les citoyens, sont tenus d'agir aujourd'hui, pour que l'ensemble des populations vivent mieux demain. C'est dans ce contexte particulier que s'inscrit l'actualisation, en ce sens qu'elle permet de s'arrêter et de s'interroger sur l'avenir des territoires suburbains, dans le but de rendre à l'avenir ces espaces plus résilients face aux enjeux environnementaux, climatiques, mais aussi démographiques et socioéconomiques. À travers ce mémoire, la réflexion est portée sur le territoire de la municipalité de Longueuil, compris au sein de la région métropolitaine de Montréal (RMM) qui, malgré les conséquences encore pesantes de l'urbanisme fonctionnaliste, dispose de ressources foncières importantes et d'un véritable potentiel en matière d'actualisation.

In response to the multiple threats posed by failed states, working states, sometimes acting alone sometimes in concert with others, have undertaken military operations, often under the rubric of humanitarian intervention. This book is a historical study of state failure, underdevelopment and foreign intervention in light of the Haitian experience with all three. Its main thesis is that state failure has been a recurring feature of Haitian political life for much of the country’s history, and this inability of the Haitians to craft a viable political order is at the heart of Haitian poverty and underdevelopment. Haitian state-making failure is underwritten by a complex array of deleterious local and external institutions, as well as natural constraints, including class, lack of elite cohesion, geography, population growth, the social origins of the Haitian polity, imperialism, and technology.
