Using comprehensive case studies of Cambodia, Myanmar, and Singapore, Lee Morgenbesser argues that elections allow authoritarian regimes to collect information, pursue legitimacy, manage political elites, and sustain neopatrimonial domination. He demonstrates how these functions are employed to manage the complex strategic interaction that occurs between dictators, political elites, and citizens. Far from being mere window dressing or even a precursor to democracy, flawed elections, Morgenbesser concludes, are paramount to the maintenance of authoritarian rule.

Book excerpt: Less than thirty years after Fukuyama and others declared liberal democracy's eternal dominance, a third wave of autocratization is manifest. Gradual declines of democratic regime attributes characterize contemporary autocratization. Yet, we lack the appropriate conceptual and empirical tools to diagnose and compare such elusive processes. Addressing that gap, this paper provides the first comprehensive empirical overview of all autocratization episodes from 1900 to today based on data from the Varieties of Democracy Project (V-Dem). We demonstrate that a third wave of autocratization is indeed unfolding. It mainly affects democracies with gradual setbacks under a legal façade. While this is a cause for concern, the historical perspective presented in this paper shows that panic is not warranted: the current declines are relatively mild and the global share of democratic countries remains close to its all-time high. As it was premature to announce the “end of history” in 1992, it is premature to proclaim the “end of democracy” now.

Book excerpt: Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

Reflecting on President Jair Bolsonaro’s misgovernment of Brazil, as evidenced by his political actions, speeches and omissions from March 2020 to September 2021, and using concepts like biopolitics, neoliberalism and necropolitics, Duarte proposes three interrelated hypotheses to demonstrate Bolsonaro's sharp distrust of democracy. First, that Bolsonaro’s rhetoric, actions and omissions during the first year and a half of the pandemic revealed a dangerous mixture of biopolitical, neoliberal and necropolitical governmentality strategies. Second, that the pandemic in Brazil intensified the damaging side-effects against democracy brought by neoliberalism and biopolitics, once the necropolitical vector assumed precedence. And third, that Bolsonaro’s political agenda is either to revoke the Brazilian democracy by violent means or to implement a façade democracy by slowly distorting it from within, blurring the differences between democracy and authoritarianism. Conceptualizing democracy as power of the demos and not exclusively as a political regime organized around a definite set of political institutions, Duarte argues that Bolsonaro's misgovernment of Brazil is related to his antidemocratic viewpoints. Pandemic and Crisis of Democracy is an important book for researchers, students, and anyone concerned about the dangers that surround the democratic experience in the contemporary world.

Book excerpt: In Post-Democracy (Polity, 2004) Colin Crouch argued that behind the façade of strong institutions, democracy in many advanced societies was being hollowed out, its big events becoming empty rituals as power passed increasingly to circles of wealthy business elites and an ever-more isolated political class. Crouch’s provocative argument has in many ways been vindicated by recent events, but these have also highlighted some weaknesses of the original thesis and shown that the situation today is even worse. The global financial deregulation that was the jewel in the crown of wealthy elite lobbying brought us the financial crisis and helped stimulate xenophobic movements which no longer accept the priority of institutions that safeguard democracy, like the rule of law. The rise of social media has enabled a handful of very rich individuals and institutions to target vast numbers of messages at citizens, giving a false impression of debate that is really stage-managed from a small number of concealed sources. Crouch evaluates the implications of these and other developments for his original thesis, arguing that while much of his thesis remains sound, he had under-estimated the value of institutions which are vital to the support of a democratic order. He also confronts the challenge of populists who seem to echo the complaints of Post-Democracy but whose pessimistic nostalgia brings an anti-democratic brew of hatred, exclusion and violence.
