Available in PDF, EPUB and Kindle. Book excerpt: The FAA undertook a multibillion-dollar modernization effort in 1981, but it has experienced serious delays. To get the modernization effort back on track, the FAA -- in consultation with the aviation community -- is developing a phased approach to modernization, including a new way of managing air traffic known as "free flight." This report reviews: (1) the status of the FAA's efforts to implement free flight, including a planned operational demonstration formerly known as Flight 2000; and (2) the views of the aviation community and FAA on the challenges that must be met to implement free flight in a cost-effective manner. Book Distributed Processing Applied to the Flight Service Station Modernization Program

Download or read book Distributed Processing Applied to the Flight Service Station Modernization Program written by T. B. Fowler and published by . This book was released on 1977 with total page 203 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is an investigation of the feasibility of using minicomputers in a distributed processing configuration for the Flight Service Station modernization program. It is based on studies of existing distributed processing configurations, many of which were visited by members of the MITRE/FAA distributed processing study team; on information supplied by vendors; and on an analysis of two sample configurations taking into account available data concerning Flight Service Station (FSS) functions. Distributed Processing, as applied to the FSS modernization program, is analyzed with respect to cost, degree of risk, and expected level of performance. Recommendations are given based upon analysis, research, and visits to existing distributed processing installations. (Author).

Book Assessment of Staffing Needs of Systems Specialists in Aviation

Download or read book Assessment of Staffing Needs of Systems Specialists in Aviation written by National Research Council and published by National Academies Press. This book was released on 2013-07-29 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: Within the Federal Aviation Administration (FAA), the Airway Transportation System Specialists ATSS) maintain and certify the equipment in the National Airspace System (NAS).In fiscal year 2012, Technical Operations had a budget of $1.7B. Thus, Technical Operations includes approximately 19 percent of the total FAA employees and less than 12 percent of the $15.9 billion total FAA budget. Technical Operations comprises ATSS workers at five different types of Air Traffic Control (ATC) facilities: (1) Air Route Traffic Control Centers, also known as En Route Centers, track aircraft once they travel beyond the terminal airspace and reach cruising altitude; they include Service Operations Centers that coordinate work and monitor equipment. (2) Terminal Radar Approach Control (TRACON) facilities control air traffic as aircraft ascend from and descend to airports, generally covering a radius of about 40 miles around the primary airport; a TRACON facility also includes a Service Operations Center. (3) Core Airports, also called Operational Evolution Partnership airports, are the nation's busiest airports. (4) The General National Airspace System (GNAS) includes the facilities located outside the larger airport locations, including rural airports and equipment not based at any airport. (5) Operations Control Centers are the facilities that coordinate maintenance work and monitor equipment for a Service Area in the United States. At each facility, the ATSS execute both tasks that are scheduled and predictable and tasks that are stochastic and unpredictable in. These tasks are common across the five ATSS disciplines: (1) Communications, maintaining the systems that allow air traffic controllers and pilots to be in contact throughout the flight; (2) Surveillance and Radar, maintaining the systems that allow air traffic controllers to see the specific locations of all the aircraft in the airspace they are monitoring; (3) Automation, maintaining the systems that allow air traffic controllers to track each aircraft's current and future position, speed, and altitude; (4) Navigation, maintaining the systems that allow pilots to take off, maintain their course, approach, and land their aircraft; and (5) Environmental, maintaining the power, lighting, and heating/air conditioning systems at the ATC facilities. Because the NAS needs to be available and reliable all the time, each of the different equipment systems includes redundancy so an outage can be fixed without disrupting the NAS. Assessment of Staffing Needs of Systems Specialists in Aviation reviews the available information on: (A) the duties of employees in job series 2101 (Airways Transportation Systems Specialist) in the Technical Operations service unit; (B) the Professional Aviation Safety Specialists (PASS) union of the AFL-CIO; (C) the present-day staffing models employed by the FAA; (D) any materials already produced by the FAA including a recent gap analysis on staffing requirements; (E) current research on best staffing models for safety; and (F) non-US staffing standards for employees in similar roles.

Book Delays Technical Problems and Cost Escalation in the Federal Aviation Administration s Advanced Automation System

Download or read book Delays Technical Problems and Cost Escalation in the Federal Aviation Administration s Advanced Automation System written by United States Congress and published by Forgotten Books. This book was released on 2018-01-21 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Delays, Technical Problems, and Cost Escalation in the Federal Aviation Administration's Advanced Automation System: Hearing Before the Subcommittee on Aviation, of the Committee on Public Works and Transportation, House of Representatives, One Hundred Third Congress, First Session, March 10, 1993 Further detail on aas will be provided later in the Summary, but first, in order to provide some context for the aas program, a general description of the air traffic control modernization effort will be provided. The air traffic control system is a complex web of radars, comput ers, weather detection systems, navigation beacons, control towers, enroute centers and people, tied together through a network of tele communications links. Approximately 550 airports have faa air traffic control towers which control aircraft in the vicinity of airports. Of these airports, 289 use radar to control aircraft on their approaches and depar tures. There are also 21 Air Route Traffic Control Centers or enroute centers which control aircraft at higher altitudes between airports. In addition, there are approximately navigation beacons of different types around the country that transmit radio signals ena bling pilots to determine where they are. There are also 759 air ports equipped with faa instrument landing systems which enable pilots to make precision approaches to runways in less than opti mum weather conditions. The faa also has a wide variety of facili ties and equipment for collecting and making available to pilots weather data, including the Flight Service Station system used by general aviation pilots. This air traffic control system is designed and expected to oper ate constantly around-the-clock with a very high level of reliability.
