The workshop was chaired by Bruno Arnaldi (IRISA Rennes, France) and Gerard Hegron (Ecole des Mines de Nantes, France). The local organizer Mario Rui Gomes (INESC Lisbon, Por tugal) notably contributed to provide a harmonious environment. The main theme of this seventh workshop was centered on Virtual Reality versus Anima tion and Simulation: from real time animation/simulation to physical perception of virtual environments. About twenty participants attended the workshop, rep resenting eight countries: France, Spain, Austria, Switzerland, Ireland, Portugal, Germany and USA. The Program Committee selected eight papers among sub mitted papers. Thirteen minutes of presentation and fifteen minutes discussion time per paper was also planned; this approach succeeded in creating a stimu lating exchange atmosphere during the two days. Four sessions have been organized : Applications : in this session, two papers were presented, the first one deals with the use of simulation in natural desasters prevention while the second one concerns dynamic light sources for radiosity environments natural simulation : the first paper of this session presents works on real time behavioral simulation from psychological studies, the second one deals with identification of motion for living beeing. Interaction : the first paper presents a method for interactively animate solid using displacement contraints and the second paper presents the modeling of objects for interactive virtual human tasks.

A system is heterogeneous, i. e. , is characterized by the co-existence of a large number of components of disparate type and function (for example, programmable components such as micro processors and Digital Signal Processors (DSPs), analog components such as AID and D/A converters, sensors, transmitters and receivers). Any approach to system design today must include software concerns to be viable. In fact, it is now common knowledge that more than 70% of the development cost for complex systems such as automotive electronics and communication systems are due to software development. In addition, this percentage is increasing constantly. It has been my take for years that the so-called hardware-software co-design problem is formulated at a too low level to yield significant results in shorten ing design time to the point needed for next generation electronic devices and systems. The level of abstraction has to be raised to the Architecture-Function co-design problem, where Function refers to the operations that the system is supposed to carry out and Architecture is the set of supporting components for that functionality. The supporting components as we said above are heteroge neous and contain almost always programmable components.

Book excerpt: Established in 1940 in response to the Great Depression, the original goal of Canada’s system of unemployment insurance was to ensure the protection of income to the unemployed. Joblessness was viewed as a social problem and the jobless as its unfortunate victims. If governments could not create the right conditions for full employment, they were obligated to compensate people who could not find work. While unemployment insurance expanded over several decades to the benefit of the rights of the unemployed, the mid-1970s saw the first stirrings of a counterattack as the federal government’s Keynesian strategy came under siege. Neo-liberalists denounced unemployment insurance and other aspects of the welfare state as inflationary and unproductive. Employment was increasingly thought to be a personal responsibility and the handling of the unemployed was to reflect a free-market approach. This regressive movement culminated in the 1990s counter-reforms, heralding a major policy shift. The number of unemployed with access to benefits was halved during that time. From UI to EI examines the history of Canada’s unemployment insurance system and the rights it grants to the unemployed. The development of the system, its legislation, and related jurisprudence are viewed through a historical perspective that accounts for the social, political, and economic context. Campeau critically examines the system with emphasis upon its more recent transformations. This book will interest professors and students of law, political science, and social work, and anyone concerned about the right of the unemployed to adequate protection.

Yet, unlike the wars in Korea and Vietnam, Algeria's fight for independence has rarely been viewed as an international conflict. Even forty years later, it is remembered as the scene of a national drama that culminated with Charles de Gaulle's decision to "grant" Algerians their independence despite assassination attempts, mutinies, and settler insurrection. Yet, as Matthew Connelly demonstrates, the war the Algerians fought occupied a world stage, one in which the U.S. and the USSR, Israel and Egypt, Great Britain, Germany, and China all played key roles. Recognizing the futility of confronting France in a purely military struggle, the Front de Libération Nationale instead sought to exploit the Cold War competition and regional rivalries, the spread of mass communications and emigrant communities, and the proliferation of international and non-governmental organizations. By harnessing the forces of nascent globalization they divided France internally and isolated it from the world community. And, by winning rights and recognition as Algeria's legitimate rulers without actually liberating the national territory, they rewrote the rules of international relations. Based on research spanning three continents and including, for the first time, the rebels' own archives, this study offers a landmark reevaluation of one of the great anti-colonial struggles as well as a model of the new international history. It will appeal to historians of post-colonial studies, twentieth-century diplomacy, Europe, Africa, and the Middle East. A Diplomatic Revolution was winner of the 2003 Stuart L.
