Book excerpt: "In 2015, the United States and partner governments in the F-35 program began considering the use of a three-year block buy (BB) contract for procurement of F-35 aircraft during fiscal years 2018-2020. A BB contract (which is similar to a multiyear procurement contract) can save money by providing prime contractors and their suppliers the incentive and ability to leverage quantity and schedule certainty and economies of scale, thus generating savings that would not be available under three annual single-lot contracts. This report presents an assessment of potential cost savings available through a BB contract for F-35 procurement. The research independently assessed savings for the aircraft's air vehicle and engine, consistent with the way contracting is handled in the program, and focused on recurring flyaway costs. For the air vehicle, the estimated savings is $1.8 billion, or 5.2 percent of the cost of contracting annually for three lots. For the engine, the estimated savings is $280 million, or 3.8 percent of the cost of contracting annually. Thus, the combined BB savings is approximately $2.1 billion, or 4.9 percent of the cost of annual contracting. These savings are estimated relative to an annual contracting baseline computed by RAND and are roughly comparable to those estimated for historical multiyear contracts for other fighter aircraft."--Publisher's description.

Book excerpt: The largest procurement program in the Department of Defense (DOD), the F-35 Lightning II is a strike fighter aircraft being procured in different versions for the United States Air Force, Marine Corps, and Navy. Current DOD plans call for acquiring a total of 2,456 F-35s. Allies are expected to purchase hundreds of additional F-35s, and eight nations are cost-sharing partners in the program with the United States. The F-35 promises significant advances in military capability. Like many high-technology programs before it, reaching that capability has put the program above its original budget and behind the planned schedule. The Administration's proposed FY2019 defense budget requested about $10.7 billion in procurement and R&D funding for the F-35 program. This would fund the procurement of 48 F-35As for the Air Force, 20 F-35Bs for the Marine Corps, 9 F-35Cs for the Navy, and continuing development. FY2018 defense authorization act: The FY2018 defense authorization bill funded F-35 procurement at $9.9 billion for 90 aircraft (56 F-35As, 24 F-35Bs, and 10 F-35Cs, an increase of 20 aircraft and $2.4 billion from the Administration's request), plus $1.5 billion in advance procurement, the requested level. The conference report accompanying the bill included language authorizing economic order contracting for up to $661 million in parts for F-35s to be procured in fiscal years 2019 and 2020; limiting funds to be expended on F-35 follow-on modernization (Block 4 software) pending a previously-required report that contains the basic elements of an acquisition program baseline for that modernization, and; requiring the congressional defense committees be notified if Congress takes any action that would delay development of F-35 dual-capable aircraft (meaning those able to deliver nuclear weapons). FY2018 defense appropriations bill: The final omnibus budget bill funded F-35 procurement at $10.2 billion for 90 aircraft (56 F-35As, 24 F-35Bs, and 10 F-35Cs, an increase of 20 aircraft and $2.6 billion over the Administration's request), plus $1.5 billion in advance procurement, the requested level.

Nuclear weapons have served the dual purpose of being part of NATO military planning as well as being central to the Alliance's deterrence strategy. For over 4 decades, NATO allies sought to find conventional and nuclear forces, doctrines, and agreed strategies that linked the defense of Europe to that of the United States. Still, in light of the evolving security situation, the Alliance must now consider the role and future of tactical or non-strategic nuclear weapons (NSNWs). Two clear conclusions emerge from this analysis. First, in the more than 2 decades since the end of the Cold War, the problem itself -- that is, the question of what to do with weapons designed in a previous century for the possibility of a World War III against a military alliance that no longer exists -- is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012. The United States and its closest allies must define future threats and, in doing so, clarify NATO's identity, purpose, and corresponding force requirements.
