Book excerpt: The F/A-18E/F Super Hornet is described by some as the latest version of the Navy's carrier-based F/A-18 fighter/attack plane, with more range/payload and better avionics and weapons than the A/B and C/D models. Other's describe the Super Hornet as an entirely new aircraft. The F/A-18E/F entered production in FY1997 to replace current F/A-18s as well as other carrier-based planes. In the early 1990s, the Navy's plans for modernizing carrier aviation included the upgraded F/A-18E/F and a projected AFX- aircraft that was later canceled. As the only current aircraft program for modernizing Navy fighter and attack capabilities, the F/A-18E/F is considered critical to the future of naval aviation. Whether this program was the most cost-effective way to modernize naval aviation has been questioned. Proposed alternatives to the F/A-18E/F have included developing a fighter/attack version of the F-14 fighter, continued use of the F/A-18C/D version, or increased procurement of the Joint Strike Fighter when it is fielded. In May 1997, the Defense Department recommended procurement of between 548 and 785 F/A-18E/Fs instead of the 1,000 aircraft projected originally. A 462- plane program (not including 90 EA-18Gs) was estimated in December 2003 to cost about $43.57 billion in current-year dollars.

When choosing the F-18 of McDonnell Douglas (today Boeing), the Air Force has had since 1986 - for the first time in its history - one of the most advanced fighter planes ever designed, with very wide possibilities for adapting new systems throughout its operational life, as evidenced by the Retrofit made in the early 1990s and the current MLU. The FACA program (which ultimately remained in 72 aircraft), followed by the CX program (for 24 aircraft), was the most important challenge faced by the Spanish Air Force since its creation. The professionalism demonstrated by the commission in charge of flight and technical evaluations won the admiration of the countries involved in the program. The F-18 Hornet has proven to be the ideal aircraft for air forces in countries with large territorial areas and wide coastlines or extreme weather conditions.

His investigation exposes the politics of Pentagon weapons procurement, a process that pits service against service, the military against Congress, admirals against generals, pilots against engineers, hard liners against reformers. This book provides a developmental history of the F-18 Hornet from drawing board to its results in Desert Storm. It is the story of a multi-billion-dollar aircraft-design war between those military officers who insist that America's interests will be protected best by sophisticated aircraft, even if America can afford fewer of them, and a group known as the "Fighter Mafia", who claim that larger numbers have always won in warfare and that for equal dollars America can only produce greater numbers if each one is less sophisticated. He shows that by picking the YF-17 - and renaming the F-17 as the F-18 - over the clearly superior YF-16, the Navy antagonized the Air Force, Congress, and its own F-14 community, and sparked a major legal battle. Undeterred, the Navy took the light, cheap YF-17 and loaded it with technology and weight, which produced an F-18 that has less maneuverability, less acceleration, a range no better than the1952-vintage A-4, and costs almost three times as much as the F-16. From its first flight in 1978, the F-18 performance continued to degrade. Nevertheless, in 1992 the Navy asked for additional money to modify the F-18 as the F-18E/F. This request was in reality funding for a brand-new aircraft, which Stevenson calls the F-19, designed to get back to the original requirements and help bail out the financially troubled McDonnell Douglas. In this highly readable study, Stevenson takes the reader into the Pentagon's corridors of power, where test results are distorted, history rewritten, and requirements changed to match aircraft performance, and the public's trust and treasure squandered. Fascinating yet sobering, The Pentagon Paradox will appeal to everyone interested in the military establishment, the future of U.S. forces, and how tax dollars are spent.

Book excerpt: The F/A-18E/F Super Hornet is the Navy's highest priority aviation modernization program. It is replacing Navy F/A-18C/D Hornet combat aircraft. The decision to undertake F/A-18E/F Super Hornet program was made during a period of great turbulence in Navy aviation modernization. During this time frame the Navy struggled to identify and implement the best way to modernize its aging fleet of F-14 fighters and A-6E attack aircraft. The A-12 program (a stealthy replacement to the A-6E) was terminated in January 1991. The AFX program, another proposed replacement for the A-6E, began in 1991, but was also terminated. The principal alternative to the F/A-18E/F was a modest upgrade of the F-14 -- a large, two-seat fighter designed in the 1960s, with potential air-to-surface attack capabilities. Some observers describe the F/A-18E/F as an upgraded and larger version of the F/A-18C/D, with increased range and payload capacity and more space and weight for future improvements. Others assert that the differences between the baseline Hornet aircraft and the E/F model are so great that they would describe the Super Hornet as an entirely new aircraft. The Department of Defense is currently facing a shortage of radar and communications jamming capability. The Navy and Marine Corp's EA-6B Prowlers escort and protect Navy, Marine Corps and Air Force aircraft operating in hostile airspace. The Prowlers, however, are few and rapidly aging.1 All the Services are evaluating preferred approaches to ameliorating this shortfall. The Navy's approach is to produce a new electronic attack aircraft based on the F/A-18F, called the EA18G. The Defense Department's Selected Acquisition Report (SAR) of December 31, 2005, estimated the acquisition cost of a 462-aircraft program at $44 billion. The cost of procuring 90 EA-18G electronic attack variants is estimated at $9 billion. The Super Hornet has been approved for international export, but no sales have been made as of June 2006. Key issues surrounding the program relate to the total number of Super Hornets to be procured.
