A rising tide of extremist movements threaten to destabilize civil societies around the globe. It has never been more important to understand extremism, yet the dictionary definition—a logical starting point in a search for understanding—tells us only that extremism is “the quality or state of being extreme.” In this volume in the MIT Press Essential Knowledge series, J. M. Berger offers a nuanced introduction to extremist movements, explaining what extremism is, how extremist ideologies are constructed, and why extremism can escalate into violence. Berger shows that although the ideological content of extremist movements varies widely, there are common structural elements. Berger, an expert on extremist movements and terrorism, explains that extremism arises from a perception of “us versus them,” intensified by the conviction that the success of “us” is inseparable from hostile acts against “them.” Extremism differs from ordinary unpleasantness—run-of-the-mill hatred and racism—by its sweeping rationalization of an insistence on violence. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.

Book excerpt: As long as far-right parties—known chiefly for their vehement opposition to immigration—have competed in contemporary Western Europe, many have worried about these parties’ acceptability to democratic voters and mainstream parties. Yet, rather than treating the far right as pariahs, major mainstream-right parties have included the far right in 15 governing coalitions from 1994 to 2017. Parties do not care equally about all issues at any given time, and Kimberly Twist demonstrates that far-right parties will agree to support the mainstream right’s goals more readily than many other parties, making them appealing partners. Partnering with Extremists builds on existing work on coalition formation and party goals to propose a theory of coalition formation that works across countries and over time. The evidence comes from 19 case studies of coalition formation in Austria and the Netherlands, countries where far-right parties have been excluded when they could have been included and included when the mainstream right had other options. The argument is then extended to countries where coalitions are less common, France and the United Kingdom, and to cases of mainstream-right adoption of far-right themes. Twist incorporates both office and policy considerations in her argument and reimagines “policy” to be a two-dimensional factor; it matters not just where parties are located on an issue but how firmly they hold those positions.

In Engineers of Jihad, Diego Gambetta and Steffen Hertog uncover two unexpected facts, which they imaginatively leverage to narrow that gap: they find that a disproportionate share of Islamist radicals come from an engineering background, and that Islamist and right-wing extremism have more in common than either does with left-wing extremism, in which engineers are absent while social scientists and humanities students are prominent. Searching for an explanation, they tackle four general questions about extremism: Under which socioeconomic conditions do people join extremist groups? Does the profile of extremists reflect how they self-select into extremism or how groups recruit them? Does ideology matter in sorting who joins which group? Lastly, is there a mindset susceptible to certain types of extremism? This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future.
