Book excerpt: In the late forties, Mathematical Programming became a scientific discipline in its own right. Since then it has experienced a tremendous growth. Beginning with economic and military applications, it is now among the most important fields of applied mathematics with extensive use in engineering, natural sciences, economics, and biological sciences. The lively activity in this area is demonstrated by the fact that as early as 1949 the first "Symposium on Mathe matical Programming" took place in Chicago. Since then mathematical programmers from all over the world have gath ered at the intfrnational symposia of the Mathematical Programming Society roughly every three years to present their recent research, to exchange ideas with their colleagues and to learn about the latest developments in their own and related fields. In 1982, the XI. International Symposium on Mathematical Programming was held at the University of Bonn, W. Germany, from August 23 to 27. It was organized by the Institut fUr Okonometrie und Operations Re search of the University of Bonn in collaboration with the Sonderforschungs bereich 21 of the Deutsche Forschungsgemeinschaft. This volume constitutes part of the outgrowth of this symposium and docu ments its scientific activities. Part I of the book contains information about the symposium, welcoming addresses, lists of committees and sponsors and a brief review about the Ful kerson Prize and the Dantzig Prize which were awarded during the opening ceremony.

Multiple Criteria Decision Making (MCDM) has been a greatly import ant subject in many practical fields, for example, in planning, design, control and management in both private and public sectors. After remark able developments of theory, methodology and pilot case studies in rec ent years, it is now facing the stage of real applications and develop ment of more sophisticated methodology as interactive intelligent decision support systems. The conference aimed to provide a significant contribu tion to the future of MCDM as one of total systems including human factors: Substantial emphasis was given to knowledge engineering and cognitive sci ence. The conference inherits the tradition and the style of the previous conferences: (1) Jouy-en-Josas/France (1975), (2) Buffalo/U.S.A. (1977), (3) Konigswinter/FRG (1978), (4) Delaware/U.S.A. (1980), (5) Mons/Belgium (1982), (6) Cleveland/U.S.A. (1984). This time a great many Japanese com panies provided grants for the conference. As a result, the total number of participants was over 120, and a computer demonstration could be reali zed on an extensive scale as well as the conference sessions. Throughout the conference, it was observed that MCDM is making steady progress not only in theory but also as a tool for decision support.

For these problems, the performance criterion is described by an improper integral and it is possible that, when evaluated at a given admissible element, this criterion is unbounded. To cope with this divergence new optimality concepts; referred to here as "overtaking", "weakly overtaking", "agreeable plans", etc. ; have been proposed. The motivation for studying these problems arisee primarily from the economic and biological aciences where models of this nature arise quite naturally since no natural bound can be placed on the time horizon when one considers the evolution of the state of a given economy or species. The reeponsibility for the introduction of this interesting class of problems rests with the economiste who first studied them in the modeling of capital accumulation processes. Perhaps the earliest of these was F. Ramsey who, in his seminal work on a theory of saving in 1928, considered a dynamic optimization model defined on an infinite time horizon. Briefly, this problem can be described as a "Lagrange problem with unbounded time interval". The advent of modern control theory, particularly the formulation of the famoue Maximum Principle of Pontryagin, has had a considerable impact on the treatment of these models as well as optimization theory in general.

This often cited title of a book edited by Bronfenbren ner with the implicit affirmation of the question reflected the attitude of mainstream macroeconomics in the Sixties regarding the empirical relevance of cyclic motions of an economy. The successful income policies, theoretically grounded in Keynesian macroec onomics, seemed to have eased or even abolished the fluctuations in West,ern economies which motivated studies of many classical and neoclassical economists for more than 100 years. The reasoning behind the conviction that business cycles would increasingly become irrelevant was rather simple: if an economy fluctuates for whatever reason, then it is almost always possible to neutralize these cyclic motions by means of anti-cyclic demand policies. From the 1950's until the mid-Sixties business cycle theory had often been consid ered either as an appendix to growth theory or as an academic exercise in dynamical economics. The common business cycle models were essentially multiplier-accelerator models whose sensitive dependence on parameter values (in order to be called busi ness cycle models) suggested a rather improbable occurrence of continuing oscillations. The obvious success in compensating business cycles in those days prevented intensive concern with the occurrence of cycles. Rather, business cycle theory turned into sta bilization theory which investigated theoretical possibilities of stabilizing a fluctuating economy. Many macroeconomic textbooks appeared in the Sixties which consequently identified business cycle theory with inquiries on the possibilities to stabilize economies 2 Introduction by means of active fiscal or monetary policies.

They have obtained intuitive and prescriptive propositions appealing that the best organization design is contingent on the environmental conditions. But their studies, called contingency theory, are mostly based on empirical research. Most of the "propositions" are drawn as only inferences from the results of them. On the other hand, decision theoretic models of "organizations" in the stochastic environment have been studied by some economists and management scientists independently of contingency theory. In this book, important aspects of organization design problems are formulated as statistical decision problems in the framework of management and organization theory. Part One of this book analyzes a short-run adaptive problems of the organization design. Part One contains an expanded exposition of the ideas and results published in the professional journals, and I would like to thank the anonymous reviewers of the following journals: Behaviormetrika, Human Relations, Behavioral Science. Part Two of this book considers a long-run adaptive process in the organization, and has not previously been published in its IV present form, although a version of this part is to appear in Journal of the Department of Liberal Arts, March 1987, The University of Tokyo. Book excerpt: I was originally induced to think about barriers to entry by some re search done for Charles River Associates, Inc., Boston, on behalf of their client IBM Corporation, Armonk, N.Y. After the end of this re search project I continued to work on entry barriers and related is sues of market structure. The results of this effort are reported here. What I present is not a book in the traditional sense of the word. Due to other research and administrative obligations I could not, without substantial delay, present a more finished product. The rapid progress in the field of industrial organisation theory made me fear that my results could become obsolete if I further waited with their publica tion. I hope that the early presentation of a progress report rather than a much later publication of a finished product is not only in my interest but also in the interest of economics.
